辽宁省政府工作报告梗概Outline of the Report on the Work of Liaoning Provincial Government

  2018年,是全面贯彻党的十九大精神的开局之年,也是辽宁开启全面振兴、全方位振兴的起步之年。在以习近平同志为核心的党中央坚强领导下,我们坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,深入贯彻落实习近平总书记在辽宁考察时和在深入推进东北振兴座谈会上重要讲话精神,认真贯彻党中央、国务院的决策部署,按照省委的部署要求,坚持稳中求进工作总基调,贯彻新发展理念,落实高质量发展要求,全面深化改革开放,加快推进“一带五基地”建设,深入实施“五大区域发展战略”,主动作为、攻坚克难、砥砺奋进,保持经济持续健康发展和社会大局稳定,决胜全面建成小康社会取得新的重大进展,全面振兴、全方位振兴迈出新的坚实步伐。

  The year 2018 saw us kick off efforts to implement the guiding principles of the Party’s 19th National Congress. It is also in this year that Liaoning Province embarked on a path towards revitalization across the board. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we, adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the Party’s 19th National Congress and the second and third plenary sessions of the 19th Party Central Committee.

  We put into practice the guiding principles of General Secretary Xi Jinping’s major remarks made during his inspection of Liaoning and at the Forum on Advancing All-Round Revitalization of Northeast China, and conscientiously implemented the decisions and plans made by the Party Central Committee and State Council.

  As required by the provincial Party committee, we continued to act on the general principle of pursuing progress while ensuring stable performance, implemented the new development philosophy, endeavored to promote high-quality development, and deepened reform and opening-up across the board.

  We stepped up the development of the “One Belt and Five Bases” and implemented the “Five-Zone Development Strategy”.

  We endeavored to sustain healthy economic development and social stability, made new advances in securing a decisive victory in building a moderately prosperous society in all respects, and made new solid progress towards revitalization across the board.

  一、2018年工作回顾

  1. Review of Work in 2018

  (一)全省经济保持持续健康发展

  (1) The economy maintained sound and sustainable growth.

  经济运行稳中有进、总体向好。预计,全省地区生产总值2.53万亿元,比上年增长5.6%左右。第一产业增加值增长3.5%左右,第二产业增加值增长7.5%左右,第三产业增加值增长4.5%左右。支撑性指标协调增长。全社会用电量增长7.8%。铁路货运量增长11%。第二产业实现税收增长9.2%。邮政业务总量增长26.3%。限额以上网上零售额增长35%。金融机构本外币存贷款余额分别增长8.8%和9%。

  The economy maintained the overall positive trend of stable and sound growth. According to estimates, the provincial GDP was 2.53 trillion yuan, up by roughly 5.6% year-on-year. The added value of the primary industry grew around 3.5%, that of the secondary industry by around 7.5%, and that of the tertiary industry by approximately 4.5%. Other key indicators also registered due growth.

  Total electricity consumption grew by 7.8%, railway freight volume by 11%, tax revenue from the secondary industry by 9.2%, mail service volume by 26.3%, online retail sales above norm by 35%. Balance of deposits and loans in RMB and foreign currencies of financial institutions increased by 8.8% and 9% respectively.

  (二)三大攻坚战扎实推进

  (2) We made steady progress in three critical battles against potential risks, poverty, and pollution.

  风险隐患有效防控。政府债务风险总体可控。企业资产负债率继续回落。确保养老金按时足额发放。脱贫攻坚强力推进。实现15.43万人脱贫、519个贫困村销号、6个省级贫困县摘帽,脱贫攻坚取得重大成果。污染防治不断加强。深入推进中央生态环保督察和国家海洋督察反馈意见整改。城市空气质量优良天数比例达到81%,比上年增加19天。

  Risks were under effective prevention and control. The overall government debt risk was controllable. Enterprises’ asset-liability ratios continued to drop. Pensions were given on time and in full amounts. Major progress was made in poverty alleviation. 154,300 people, 519 villages, and 6 counties were lifted out of poverty.

  We intensified efforts to address pollution and improved our work in response to feedback and proposals from the central ecological protection inspectors and national marine inspectors. Days of good air quality in cities reached 81% of the total number, an increase of 19 days from the previous year.

  (三)着力推进经济高质量发展

  (3) We endeavored to pursue high-quality economic development.

  重大项目建设取得突破性进展。京沈高铁沈阳至承德段、新民至通辽高铁开通运营。沈阳华晨宝马X3等项目竣工投产。恒大文化旅游城等项目开工建设。加快创新型省份建设。加大科技投入,推进技术攻关,科技进步对经济增长贡献率达到55.5%。推动工业经济高质量发展。推进200个重点工业项目建设。装备制造业增加值增长10%左右。深入实施乡村振兴战略。加快农业结构调整。深化农业农村改革。农业现代化稳步推进。大力发展现代服务业。全域旅游示范区创建单位达到35个,旅游业总收入增长13%。民营经济加快发展。全年新登记企业16.8万户,增长5.7%。

  Major progress was made in the construction of major projects. The Shenyang-Chengde section of the Beijing-Shenyang high-speed railway and the Xinmin-Tongliao high-speed railway went into operation. Projects such as Shenyang BMW Brilliance X3 were completed and started production. Construction of projects such as Evergrande Cultural Tourism City started.

  We redoubled efforts to turn Liaoning into an innovation driven province, increased investment in science and technology, and made technological breakthroughs. As a result, scientific and technological advances contributed to 55.5% of the economic growth of Liaoning Province.

  We pursued high-quality development of industry and accelerated the construction of 200 key industrial projects. The added value of the equipment manufacturing industry grew by around 10%.

  We fully implemented the rural revitalization strategy, accelerated agricultural structural adjustments, and deepened agricultural and rural reforms. Agricultural modernization advanced steadily.

  We endeavored to develop modernized service industries. The number of integrated tourism demonstration zones in the province reached 35, and the total revenue of the tourism industry rose by 13%.

  Private economy accelerated its growth, with 168,000 new businesses registered during the year, up by 5.7%.

  (四)改革力度不断加大

  (4) We pursued reform with greater intensity.

  供给侧结构性改革深入推进。工业产能利用率稳中有升。房地产市场总体平稳,落实减税降费政策,减免税费1390亿元。营商环境明显改善。全面深化“放管服”改革,一般性经营企业开办时间压缩到3.5个工作日以内。事业单位改革走在全国前列。全省27514个公益性事业单位优化整合为2366个,1174个经营性事业单位全部转企。新组建旅游、健康、担保、辽勤、体育5家省属企业集团。国企改革取得积极进展。财税金融改革稳步推进。开展分领域省市财政事权和支出责任划分改革,实施财政资金绩效管理。支持金融机构扩展普惠金融业务。

  Supply-side structural reform was deepened. The industrial capacity utilization rate grew steadily. The real estate market was generally stable, and policies of slashing taxes and fees were implemented, reducing the tax burden by 139 billion yuan.

  The business environment was significantly ameliorated. Reforms to delegate powers, improve regulation, and strengthen services were advanced, and the time it takes to start a general business was reduced to less than 3.5 working days.

  Liaoning is a national pacesetter in carrying out public institutions reform, with 27,514 non-profit public institutions in the province merged into 2,366 institutions; and 1,174 for-profit public institutions were all converted into businesses. Five province-owned business groups that cover tourism, health, guarantee, logistics, and sports were set up.

  Great progress was made in state-owned enterprise reform. Finance, taxation, and banking reform saw steady progress. We carried out reforms in defining the respective financial powers and expenditure responsibilities between provincial and municipal authorities, introduced performance based budgetary funding, and supported financial institutions to expand inclusive financial services.

  (五)对外开放全面扩大

  (5) We expanded opening-up in all sectors.

  主动融入“一带一路”建设。制定辽宁“一带一路”综合试验区建设总体方案,创建中国—中东欧“16+1”经贸合作示范区,接任2019年中国—中东欧国家地方省州长联合会中方主席省。对外贸易稳步发展。全省出口总额3214.9亿元,增长5.7%;进口总额4331亿元,增长16.8%。大力开展“双招双引”。招商引资签约重大项目259个,资金总额8588亿元。实施“兴辽英才计划”,引进高层次人才2516名。

  We were actively involved in pursuing the Belt and Road Initiative. We made a master plan for building a comprehensive Belt and Road pilot zone in Liaoning, set up China-Central-Eastern Europe (CEEC) 16+1 Economic and Trade Cooperation Pilot Zone, and took over the role of Chinese presidential province for 2019 China-CEEC Association of Provincial Governors.

  Liaoning’s foreign trade grew steadily, with total export volume reaching 321.49 billion yuan, up by 5.7% year-on-year. The total import volume was 433.1 billion yuan, up by 16.8%. We made great efforts to attract foreign capital and talents. Contracts totaling 858.8 billion yuan were signed for 259 major projects. We implemented the Liaoning Revitalization Talent Program and recruited 2,516 high-performing non-local individuals.

  (六)五大区域发展战略稳步实施

  (6) We steadily implemented the Five-Zone Development Strategy.

  辽宁港口集团挂牌成立。营口综合保税区封关验收。辽河油田产量连续保持千万吨规模。推进沈阳经济区一体化发展。推进辽西北地区加快发展。阜新市固定资产投资增长19%,铁岭市到位内资增长20%,朝阳市一般公共预算收入增长21.7%。辽西北供水工程一期全线具备通水条件。壮大乡镇经济,促进县域经济发展,全省乡镇一般公共预算收入增长27.3%。

  Liaoning Port Group was established. Yingkou Pilot Free Trade Zone was completed and approved. The output of Liaohe Oilfield was kept around ten million tons consecutively.

  The integrated development for Shenyang Economic Zone progressed, and the development of northwest Liaoning province was accelerated. Fixed-asset investment in Fuxin City grew by 19%; and non-local paid-in domestic investment in Tieling City increased by 20%.

  Chaoyang City’s general public budget revenue rose by 21.7%. Phase 1 of the northwest Liaoning water supply project is now ready for operation. We strengthened township economy, boosted economic development in counties. As a result, the general public budget revenue of townships increased by 27.3% across the province.

  (七)人民生活不断改善

  (7) Living standards continued to improve.

  社会保障能力进一步提高。全省财政支出用于民生的比重达到74%。社会事业全面发展。新增学前教育普惠性学位2.5万个,改造农村薄弱学校3044所,建设61个职业教育集团。深化公立医院改革,完成100家乡镇卫生院标准化改造,医联体覆盖基层医疗卫生机构13670家,17种抗癌药纳入医保目录。

  Our social security coverage was further improved. The provincial government expenditures spent on improving people’s livelihood reached 74% of the total budget. Social undertakings continued to develop across the board.

  25,000 new enrollment positions were added for preschool inclusive education; 3,044 rural schools were upgraded; and 61 vocational education groups were set up.

  We deepened public hospitals reform and completed the upgrading of 100 township level health centers by uniform standards. Tiered medical service networks now cover 13,670 community-level medical and health organizations, and 17 anti-cancer drugs are now included in the medical insurance list.

  (八)持续用力转变作风

  (8) We continued to take major steps to improve government performance.

  在全省政府系统开展“重实干、强执行、抓落实”专项行动,紧盯重要部署实施、重点任务推进、重大项目落地,180项重点任务完成166项。721件人大代表议案建议、429件政协提案全部按时办结。

  We took special steps in the provincial wide government system to improve performance, with emphasis on implementation of key decisions, making progress in carrying out key tasks and undertaking major projects. 166 of 180 key tasks were completed, and official responses were given by the requested time to 721 proposals from deputies of the Provincial People’s Congress and 429 proposals from deputies of the Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC).

  二、2019年主要目标任务

  2. Major Tasks for 2019

  今年经济社会发展的主要预期目标是:保持经济运行在合理区间,地区生产总值增长与全国保持同步,力争实现三年行动计划确定的目标。一般公共预算收入增长6.5%左右;规模以上工业增加值增长8%;固定资产投资增长8%;社会消费品零售总额增长7%;进出口总额增长7%左右;居民消费价格涨幅3%左右;城乡居民收入增长与经济增长基本同步;城镇新增就业42万人,城镇调查失业率和城镇登记失业率分别控制在5.5%左右和4.5%以内;单位GDP能耗降低3%左右。

  The projected targets for economic and social development this year are as follows:

  Keeping major economic indicators within desired range; keeping provincial GDP growth in tandem with the national GDP growth, to achieve the goals set in the three-year action plan.

  Increase of general public budget revenue by around 6.5%; increase of industrial added value above the designated scale by 8%; increase of fixed-asset investment by 8%; increase of total retail sales of consumer goods by 7%; increase of total import and export volume by roughly 7%.

  Keeping CPI growth at about 3%; maintaining basic parity between urban-rural income growth and economic growth; creating 420,000 new urban jobs; keeping surveyed urban unemployment rate and urban registered unemployment rate within approximately 5.5% and 4.5% respectively; and reducing energy consumption per unit GDP by approximately 3%

  (一)全面深化市场化改革,激发振兴发展新活力

  (1) We will deepen market-based reforms across the board to create new momentum for revitalizing Liaoning.

  持之以恒打造发展环境最优省。以推进“一网一门一次”改革为抓手,深入推进“放管服”改革,深化“证照分离”“多证合一”改革,打破信息孤岛,完善标准体系,加快实现审批服务“马上办、网上办、就近办、一次办”。全面推进“双随机、一公开”,加强事中事后监管。深化供给侧结构性改革。按照“巩固、增强、提升、畅通”总要求,着力巩固“三去一降一补”成果,加大破、立、降力度,继续推进去产能。加大基础设施等领域补短板力度。发挥企业和企业家主观能动性,发展更多优质企业。加快国资国企改革。推进混合所有制改革,新组建的企业集团要努力吸引战略投资者,增强市场竞争能力。毫不动摇支持民营经济发展。全面推进财税体制改革。做好减税降费和地方政府债券发行工作,积极争取中央财政专项支持,有效发挥地方政府债券作用。全面实施预算绩效管理。积极推进金融体制改革。落实松紧适度的稳健货币政策,优化金融生态环境,完善普惠金融服务体系,建立健全企业征信系统,增强银行信贷投放能力。整合地方金融资源。发展多层次资本市场。

  We will make sustained efforts to develop Liaoning Province into the most favorable province for development. We will start by advancing the “One Network, One Office, and One Visit” reform for business registration, thoroughly advance reforms to delegate powers, improve regulation, and strengthen services, deepen reforms separating permits and certificates from business licenses. Reforms will be carried out in order to integrate multiple certifications and licenses into one consolidated business license, connect separate information networks, improve standards systems, and accelerate efforts to deliver prompt, online, close by, and just one step approval services.

  We will adopt an oversight model dispatching randomly selected inspectors to inspect randomly selected entities and requiring the prompt release of results, and develop better ways of conducting compliance oversight all the time. The supply-side structural reform will be enhanced.

  We will, in accordance with the overall requirements of consolidation, enhancement, improvement, and smooth connectivity, do a better job in carrying out the five priority tasks, namely, cutting overcapacity, reducing excess housing inventory, deleveraging, lowering costs, and shoring up areas of weakness, step up work in these aspects with greater intensity, and continue to cut overcapacity.

  Greater efforts will be made to shore up weaknesses in areas such as infrastructure. Companies and entrepreneurs will be motivated to form more high performing enterprises. The reform of state capital and state-owned enterprise (SOE) will be sped up, and reforms introducing mixed ownership in SOEs will be expanded. Newly established enterprise groups will try hard to attract strategic investors and enhance their market competitiveness.

  We will unswervingly promote the development of private economy. We will fully advance structural fiscal and tax reforms, cut taxes and fees and issue local government bonds, secure the special targeted financial support of the central government, and effectively utilize the role of local government bonds. Budget performance management will be implemented across the province. The reforms in the financial sector will be sped up.

  We will implement a prudent monetary policy, easing or tightening appropriately as required, optimize the financial environment, perfect the inclusive financial service system, establish and improve the enterprise credit reference system, and enhance banks’ credit providing capacity. Efforts will be made to integrate local financial resources and develop a multi-tiered capital market.

  (二)深入实施创新驱动发展战略,推动制造业高质量发展迈上新台阶

  (2) We will continue to implement the innovation-driven development strategy to upgrade the manufacturing industry and ensure its high-quality development.

  全面推进创新型省份建设。加大投入、完善机制,深化科技体制改革,研发经费支出占生产总值比重达到2.15%。加快沈阳全面创新改革试验区建设。改革完善科研经费使用和管理制度。提高科研人员成果转化收益比例,创建国家科技成果转移转化示范区。加强知识产权创造、保护和运用,提升专利质量。加大对重大装备和关键产品支持。大力增强制造业创新能力。以新材料和智能制造为主攻方向,培育一批叫得响的辽宁品牌。加快建设“一带五基地”。加快发展工业互联网、物联网,支持数字经济、平台经济发展,推动人工智能、大数据等现代信息技术和制造业深度融合,深入推进100个智能制造及智能服务试点示范项目,促进工业2.0、工业3.0、工业4.0并联融合发展。抓好华晨宝马新工厂、华晨雷诺轻型商用车等重大项目,建设汽车制造中心。推动军民融合深度发展。支持央属军工集团在辽投资布局加快建设军民融合高技术产业基地。大力支持央企在辽合作发展。有效降低企业成本负担。降低合规成本。降低用电成本,降低物流成本,让企业轻装上阵、聚力振兴发展。

  We will endeavor to promote innovation driven development in Liaoning. Efforts will be made to increase investment, improve mechanisms, deepen mechanism reforms of science and technology, and increase R&D expenditure to 2.15% of provincial GDP.

  The development of Shenyang Comprehensive Innovative Experimental Zone will be stepped up. The oversight system for using scientific research funding will be improved. The share of yields derived from commercially transferred research advances by researchers will be increased. A pilot zone for commercializing state R&D outcomes will be set up.

  Our efforts will be enhanced to strengthen intellectual property in the aspects of invention, protection, and utilization, and improve patent quality. Support for major equipment and key products will be enhanced, and the innovation making capability of the manufacturing industry will be strengthened. We will focus on new materials and smart manufacturing to create a batch of famous brands for products made-in-Liaoning.

  Greater efforts will be made to develop the “One Belt and Five Bases”. We will accelerate the development of the industry-oriented internet and internet of commodities, support digital economy and platform-based economy, and achieve close integration of modern information technologies such as AI and big data with the manufacturing industry. We will launch 100 smart manufacturing and intelligent service pilot programs, and promote the integrated development of Industry 2.0, Industry 3.0, and Industry 4.0.

  Smooth progress should be ensured for major projects such as the building of BMW Brilliance’s new factory and the production of Renault Brilliance’s light commercial vehicles so as to build Liaoning into an automobile manufacturing center. Integrated military-civilian development will be enhanced. We will support the central government-controlled defense industry groups to invest in Liaoning for building up hi-tech military-civilian integrated bases. We will give every support to the central government owned enterprises for their sound cooperation and development in Liaoning.

  Efforts will be made to effectively cut production cost and compliance cost, lower electricity charges and logistics cost. This will enable the businesses to focus their efforts on working for Liaoning’s revitalization when their burdens are reduced.

  (三)千方百计扩大有效投资,形成经济发展新支撑

  (3) We will expand effective investment by all means to create new drivers of economic development.

  推进一批重大建设项目。推进100个重大项目加快建设、100个重点招商项目签约落地。深入推进恒大项目、红沿河核电二期、辽西北供水工程二期及配套工程、朝凌高铁等项目建设,推动沈白客专、恒力石化三期、沙特阿美炼化一体化等项目开工建设,推进沈阳机场二跑道、大连新机场等项目前期工作。实施一批补短板重点项目。强化项目谋划储备,加强交通、水利、能源、生态环保、农业农村、市政、防灾减灾等重点领域和薄弱环节建设。加快5G商用步伐。推进服务业创新发展。扩大服务供给,提升产品质量,改善消费环境,让老百姓吃得放心、穿得称心、用得舒心。大力发展全域旅游。建设5个旅游主体功能区。做大做强省旅游投资集团等领军企业,做精做优本溪水洞、丹东凤凰山、盘锦红海滩、葫芦岛九门口长城等著名景区,推进乡村旅游、温泉旅游、滨海旅游、冰雪旅游提质升级。旅游业总收入增长15%。保持房地产市场健康发展。改革住房公积金制度。发展住房租赁,规范租赁市场。继续推进城镇棚户区改造。

  We will press ahead with a batch of major construction projects, including speeding up the construction of 100 key projects and completing contract signing for 100 key projects with non-local investment. Further progress will be made in construction projects such as the Evergrande project, Hongyanhe Nuclear Power project (phase 2), northwest Liaoning water supply project (phase 2) and its supporting projects, and Chaoyang-Linghai high-speed railway.

  Construction of the following projects will be launched: Shenyang-Changbaishan Passenger Railway, Hengli Petrochemical phase 3 project, and Saudi Aramco refining-chemical integration, and preparations should be made for building Shenyang Airport Runway 2 and Dalian New Airport.

  A number of key projects will be carried out to shore up areas of weakness. Efforts will made to improve project planning and reservation and enhance key sectors and challenged areas such as transportation, water conservancy, energy, ecological and environmental protection, agriculture and rural support, municipal services, and disaster prevention and mitigation.

  The commercialization of 5G technology will be stepped up. The innovative development of service industries will be promoted. We will expand service supply, improve product quality and the consumption environment to ensure that the people are satisfied with what they’re having on the table, what they’re wearing and what they’re using.

  Greater efforts will be made to develop integrated tourism across the province. Five main functional tourism areas will be developed. The leading tourism enterprises such as Liaoning Tourism Investment Group will be expanded and enhanced; famous scenic areas such as the Benxi Water Cave, Dandong Mount Phoenix, Panjin Red Beach, and Huludao Nine-Gate-Pass Great Wall will be upgraded. Steps will be taken to boost rural tourism, hot-spring tourism, coastal tourism, and ice-snow tourism. The total revenue of the tourism industry is projected to grow by 15%.

  We will work to sustain the sound development of the real estate market. The system of housing provident fund will be improved. Further efforts will be made to develop rental housing in order to rectify and regulate the rental market order. Continuous efforts will be made to rebuild the dilapidated housing in the townships.

  (四)全面扩大高水平开放,打造开放合作新高地

  (4) We will comprehensively expand high-standard opening-up and reach new heights in opening-up cooperation.

  深度融入共建“一带一路”。发挥辽宁自贸试验区改革创新“试验田”作用,加快形成更多可复制、可推广的制度创新成果。办好大连夏季达沃斯论坛。促进外贸稳中提质。开拓一批区域重点市场,推动出口市场多元化,促进外贸优进优出。支持企业建设“海外仓”、境外组装转口基地。组建外贸企业集团。加快推进沈阳、大连跨境电商综合试验区建设。降低进出口合规成本,扩大资源类产品、优质消费品进口。组织企业参加第二届中国国际进口博览会。大力促进跨区域合作。抓好人才“引育用留”。新增专业技术人才9万人、高技能人才4万人,引进高层次人才1500人。

  We will get actively involved in pursuing the Belt and Road initiative. Liaoning Free Trade Pilot Zone will play its role as a test ground for reform and innovation and develop more institutional practices that can be extended throughout the province. We will do a better job in hosting the Summer Davos Forum in Dalian.

  We will ensure the steady and quality growth of foreign trade, develop a number of key markets in overseas regions, diversify export markets, and promote more quality products to the green channel of import and export. More support will be given to enterprises in building overseas warehouses and overseas assembly and transit bases. Foreign trade groups will be incorporated.

  The building of cross-border e-commerce pilot zones in Shenyang and Dalian will be sped up. The compliance costs for making imports and exports will be lowered, and the import of resource products and quality consumer goods will be increased. Companies in Liaoning will be encouraged to participate in the 2nd China International Import Expo. Greater efforts will be made to promote cross-regional cooperation.

  Effective measures will be taken for talent hunting and talent pooling, and more attention will be paid to bring the talents into full play and encourage the talents stay in the province. The number of specialized technical personnel will be increased by 90,000 and that of high-skilled personnel by 40,000; 1,500 non-local high performing personnel will be recruited.

  (五)扎实推进乡村振兴,开创“三农”工作新局面

  (5) We will make solid progress in rural revitalization and usher in a new era of agriculture, rural areas, and rural residents.

  推动现代农业提质发展。推进农业供给侧结构性改革,建设重要粮油作物和特色农产品生产基地,实施畜禽健康养殖、林下经济提升和精品渔业开发工程。实施“互联网+高质量农产品”行动。培育打造东港草莓、铁岭榛子、盘锦大米等一批绿色品牌,做大做强农业经济。推动农村环境提档升级。扎实开展“千村美丽、万村整洁”行动,建设生态宜居的美丽乡村。稳步推进生活垃圾、污水治理和农村“厕所革命”。推动农村改革提速深化。强化乡村振兴人才支持,推动农村一二三产业融合发展。

  We will intensify efforts to modernize agriculture. We will promote supply-side structural reform in agriculture, build key bases for growing grain and edible oil crops as well as agricultural products with distinctive local features.

  Steps will be taken to develop breeding of disease-free livestock and poultry, forest byproducts and high-value added fishing. An internet plus quality agricultural products initiative will be kicked off. We will promote a number of green brand agricultural products such as Donggang strawberries, Tieling hazelnuts, and Panjin rice to strengthen the rural economy in both aspects of capacity and scale.

  We will improve rural environment and take effective actions to clean up and beautify villages across the province to make rural villages eco-friendly, comfortable, and beautiful. We will improve household waste disposal, waste water treatment, and upgrade toilets in villages.

  We will speed up rural reforms, enhance training of competent personnel in support of rural revitalization, and promote integrated development of primary, secondary, and tertiary industries in rural areas.

  (六)持续打好三大攻坚战,务求重点难点新突破

  (6) We will strive to make breakthroughs in critical and challenging aspects in the three critical battles against potential risks, poverty, and pollution

  坚决打好防范化解重大风险攻坚战。加强养老金收支管理。杜绝违法违规举债。积极推进市场化、法治化债转股,降低企业杠杆率。加强对企业债务违约、互联网金融等风险管控。坚决打好精准脱贫攻坚战。加大对特殊贫困群体帮扶力度。坚决打好污染防治攻坚战。突破水、巩固气、治理土,重点开展辽河流域和渤海辽宁段综合治理。严控秸秆焚烧,加快火电燃煤机组超低排放改造,推进供暖锅炉达标改造。统筹山水林田湖草治理。

  We will take firm steps to forestall and defuse major risks. We will strengthen management of pension related income and expenditure and prohibit debt financing in violation of the law and regulations. We will actively advance market-based debt-to-equity swaps in accordance with the law and lower company leverage ratios.

  We will strengthen risk management and curb risks derived from business debt default and internet finance.

  We will strive to secure success in targeted poverty alleviation and give greater support to poverty stricken populations facing special difficulties.

  We will make new headway in addressing pollution. Breakthroughs will be made in improving water quality, progress made in curbing air pollution will be consolidated, and soil erosion will be treated. We will make all round efforts to address pollution of the Liaohe River Basin and the Bohai Sea from the area of Liaoning.

  Crop stalks burning will be strictly prohibited. Upgrading of thermal power coal-fired generators will be accelerated to reduce emissions to ultra-low levels, and heating boilers will be remodeled to make them meet emission standards. Coordinated steps will be taken to improve the environment of mountains, rivers, forests, fields, lakes, and pasturelands.

  (七)强化统筹协调联动,构建区域发展新格局

  (7) We will promote development of various areas in Liaoning in a holistic way for building up a new pattern of the regional development.

  推进沈阳经济区一体化发展。提升市民物质、精神生活品质,让城市更加宜居宜业,加快建设现代化都市圈。加快沿海经济带开放发展。推动海港、陆港、空港融合发展。支持辽西北地区发展。加快抚顺西露天矿、阜新海州矿综合治理,努力走出一条资源枯竭型城市转型发展新路子。全面推进沈抚改革创新示范区建设。大力发展县域经济。培育一批新型工业强县、特色农业大县、魅力旅游名县。

  We will advance integrated development of Shenyang Economic Zone. We will work hard to raise the living standards of urban residents and enrich their cultural pursuits. We will make cities in Liaoning more convenient and comfortable and render them into great places to work in and accelerate the development of modernized city clusters.

  The opening up and development of the coastal economic belt will be sped up, so will the integrated development of seaports, land ports, and airports and the development of northwestern Liaoning.

  We will step up efforts to operate Fushun West Open Coal Mine and Fuxin Haizhou Open Coal Mine in an integrated way, exploring a new way of transforming and developing resource-depleted cities.

  We will press ahead with developing Shenfu Reform and Innovation Demonstration Zone. We will develop county based economy and develop a number of new-type counties, which are advanced in industry, distinctive in agriculture and attractive in tourism.

  (八)着力加强社会建设和民生保障,持续增进百姓新福祉

  (8) We will strengthen social development and safeguards for people’s livelihood to steadily improve the people’s well being.

  着力促进就业创业。深入实施高校毕业生就业创业促进计划和基层成长计划,做好下岗转岗职工、就业困难人员等群体就业工作。提高社会保障水平。城乡居民低保标准分别提高5%和7%以上。优先发展教育事业。积极消除城镇学校大班额,切实减轻中小学生课外负担。保障好农民工随迁子女教育。加大普惠性幼儿园扶持力度,建设高素质教师队伍。加快建设文化强省。大力发展新闻出版、广播影视、文化演艺等事业。广泛开展全民阅读活动。推进健康辽宁建设。完成80所乡镇卫生院标准化建设任务,完善妇幼保健体系。开展中医药振兴行动。全力建设平安辽宁。强化食品药品监管,加强疫苗生产、流通和预防接种管理。

  We will work to enhance employment and business startups. We will take further initiatives to boost employment of college graduates and help them start businesses and pursue career development at the community level. Assistance will be given to laid off workers and unemployed people who want to find jobs.

  We will raise the standards of social security coverage and raise the subsistence allowance standards for urban and rural residents by over 5% and 7%, respectively.

  We will continue to develop education on a priority basis. The extra-large size of urban school classes will be cut down, and the extracurricular burden on primary and middle school students will be lightened. We will provide good education opportunities for rural migrant workers’ children who have moved to cities with their parents. We will step up support for inclusive kindergartens and raise the competence of teachers.

  We will move faster to build a strong cultural sector in Liaoning and boost the development of press and publication, radio, film, television and cultural entertainment. Civil reading will be encouraged in an extensive way across the province.

  We will boost public health in Liaoning. 80 rural township clinics that meet required standards will be opened. Maternity and child care services will be improved. Steps will be taken to revitalize traditional Chinese medicine. We will intensify efforts to ensure safety and security in Liaoning. Food and drug administration will be strengthened, so will the supervisions of production, circulation and preventive inoculation of vaccine.
