各位代表: 

Fellow Deputies, 

  现在,我代表辽宁省人民政 府向大会报告工作,请予审议,并请省政协委员和其他列席人员提出意见。 

  On behalf of Liaoning Provincial People’s Government, I will now report to you on the work of the government. I ask for your deliberation and approval. I also ask members of the Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and those invited to sit in for their comments. 

  一、2020年工作和十三五时期回顾 

  I. A review of our work in 2020 and the 13th Five-Year Plan period 

  过去的一年极不平凡。面对复杂严峻的国内外形势和突如其来的新冠肺炎疫情严重冲击,在以习近平同志为核心的党中央坚强领导下,我们坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中、五中全会精神,深入落实习近平总书记关于东北、辽宁振兴发展的重要讲话和指示精神,坚决执行党中央、国务院决策部署,按照省委工作要求,统筹推进疫情防控和经济社会发展,扎实做好“六稳”工作、全面落实“六保”任务,经济运行逐季回升向好,决胜全面建成小康社会取得决定性成就。2020年,地区生产总值增长0.6%,一般公共预算收入增长0.1%,规模以上工业增加值增长1.8%,固定资产投资增长2.6%,城镇新增就业45.2万人,城镇调查失业率5.8%;居民消费价格上涨2.4%;城镇、农村常住居民人均可支配收入分别增长1.5%8.3%。我们在大战大考中经受住了考验。主要做了以下工作: 

  The past year has been an extraordinary year characterized by very complex and severe circumstances at home and abroad and the impact of the unexpected outbreak of the COVID-19 epidemic. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we, adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the Party’s 19th National Congress and the second, third, fourth and fifth plenary sessions of the 19th Party Central Committee. 

  We put into practice the guiding principles of General Secretary Xi Jinping’s important remarks and instructions on the revitalization and development of Northeast China and Liaoning Province, and resolutely implemented the decisions and plans made by the Party Central Committee and State Council.  

  As required by the Provincial Party Committee, we promoted epidemic prevention and control and economic and social development as a whole, and did a solid job to stabilize the six fronts (employment, finance, foreign trade, inbound investment, domestic investment, and market expectations), and guarantee the six priorities (jobs, daily living needs, food and energy, industrial and supply chains, the interests of market players, and the smooth functioning of grassroots government).  

  Our economic operation picked up on a quarterly basis and we achieved decisive achievements in securing a decisive victory in building a moderately prosperous society in all respects. 

  In 2020, the provincial GDP increased by 0.6%, the general public budget revenue increased by 0.1%, the industrial added value above the designated scale increased by 1.8%, fixed-asset investment rose by 2.6%, 452,000 new urban jobs were increased, the surveyed urban unemployment rate was up by 5.8%; the CPI increased by 2.4%; and the per capita disposable income of urban and rural residents rose by 1.5% and 8.3% respectively. We stood the major test and mainly did the following work: 

  一是坚持人民至上、生命至上,疫情防控有力有效。去年124日,我省启动重大突发公共卫生事件应急响应,坚决做到四早”“四集中,发挥沈阳、大连、锦州区域集中救治中心作用,统筹全省优势医疗资源和技术力量,最大限度提高治愈率。在疫情防控紧要关头,派出112054名医疗队员驰援湖北等地,支援武汉雷神山医疗队获得时代楷模称号。组织企业迅速形成产能,全力生产口罩、医用防护服等重要防疫物资。辽宁制造负压救护车、医疗方舱CT机,以及研发的“101”混检技术、核酸检测信息化系统等在疫情防控中作用凸显。进入常态化疫情防控阶段,“外防输入、内防反弹”,建立起进口冷链食品全链条管理和信息化追溯体系,织密织牢疫情防控网。722日、1215日和1223日,大连、沈阳接连出现疫情后,快速处置、全域检测、流调溯源,强化人、物和环境同防,发扬伟大抗疫精神,有效遏制疫情蔓延扩散,取得了这三场疫情防控阻击战的胜利。 

  First, by putting the people’s interests first – nothing is more precious than people’s lives, we have been victorious in the battle against COVID-19. On January 24 last year, Liaoning Province activated first-level public health emergency response, resolutely ensuring early detection, reporting, quarantine, and treatment of cases and making sure the concerned patients, experts and resources be pooled in the designated facilities for treatment. By giving full play to the role of Shenyang, Dalian and Jinzhou as centers for regional centralized treatment, we took coordinated steps in pooling the superior medical resources and technical forces across the whole province to maximize the cure rate.  

  At the critical moment of epidemic prevention and control, we sent 11 medical teams with a total of 2,054 members to various places in Hubei, and our medical team reinforcing the Leishenshan Hospital in Wuhan has been granted the title “Role Model of the Times”.  

  Under our organization, enterprises rapidly formed production capacity and spared no effort to produce important epidemic prevention materials such as masks and medical protective suits. Negative pressure ambulances and medical image diagnosis shelters built in Liaoning and 10-in-1 mixed sampling and the nucleic acid testing information system developed in Liaoning Province play an important role in epidemic prevention and control. 

  Upon entering the stage of regular epidemic prevention and control, we have adopted an approach to prevent the coronavirus from entering the country and stem its domestic resurgence. We have established a whole chain management and information traceability system for imported cold chain food, and firmly woven the network of epidemic prevention and control. During the successive outbreaks in Dalian and Shenyang on July 22, December 15 and December 23, we quickly responded, organized full coverage testing, carried out epidemiological investigations to trace the sources, and took equal prevention measures on the concerned personnels, goods and the environment. By carrying forward the spirit in the fight against the epidemic and effectively curbing the spread of the virus, we have won the three battles of epidemic prevention and control. 

  二是坚持稳中求进、以保促稳,全力实现经济正增长。多措并举促进就业,核发稳岗返还资金43.9亿元,稳定就业岗位437.6万个。全面落实助企纾困政策,为各类市场主体减税降费720亿元、提供低成本资金579亿元,及时出台支持企业发展25条举措,帮助企业渡过难关。积极扩大有效投资,加快两新一重项目建设。着力提升产业链供应链稳定性和竞争力,深化石化产业供给侧结构性改革,一企一策推动200万吨以下炼油企业退出,退出落后产能742万吨。积极发展网上消费等新业态,开展全民乐购·约惠辽宁系列促消费活动,实物商品网上零售额增长18.1%。面对严峻挑战,顶住下行压力,我省经济显示出很强的稳定性和韧性。 

  Second, we pursued progress while maintaining stability, ensured stability for steady economic momentum and strived to achieve positive economic growth. We took a combination of measures to promote employment, approved and handed back 4.39 billion yuan to keep the payroll stable, and stabilized 4.376 million jobs.  

  We fully implemented the policies designed to help businesses, reduced taxes and fees by 72 billion yuan, provided 57.9 billion yuan of low-cost capitals for various market entities, and timely introduced 25 measures to support the development of businesses and help them tide over the difficulties.  

  We actively increased effective investment and accelerated the construction of new infrastructure and new urbanization initiatives and major projects. We worked to enhance the stability and competitiveness of industrial chains and supply chains, and deepened the supply-side structural reform of the petrochemical industry. Under the “one enterprise, one policy” initiative, the oil refining enterprises with capacities less than 2 million tons have dropped out, cutting a total of 7.42 million tons of outdated production capacity. 

  We actively developed online consumption and other new forms of business, and launched a series of consumer promotion activities, with online retail sales of goods increasing by 18.1%. Facing severe challenges and withstanding downward pressures, the economy of our province has remarkably shown stability and resilience. 

  三是坚决打好三大攻坚战,脱贫攻坚取得决定性胜利。我们保持攻坚态势,确保决战决胜,推动1.42万剩余贫困人口实现脱贫,提高21万低收入脱贫人口脱贫质量,历史性地消除了绝对贫困。我们坚持生态优先绿色发展,全力抓好中央生态环保督察问题整改,扎实推进蓝天、碧水、净土保卫战,全省PM2.5平均浓度39微克/立方米,空气质量优良天数占比83.6%93个国考断面河流劣V类水质全部消除,优良水质占比73.3%。我们强化危机意识,严格管控政府新增隐性债务,着力化解重点企业债务,支持中小金融机构改革化险,守住不发生系统性区域性风险底线。 

  Third, we resolutely fought the three critical battles against potential risks, poverty, and pollution and secured decisive success in poverty alleviation. While maintaining the momentum of tackling key problems and ensuring a decisive victory, we enabled the remaining 14,200 residents living below the poverty line to lift themselves out of poverty, improved the quality of poverty reduction of 210,000 low-income people who have been lifted out of poverty, and historically eliminated absolute poverty.  

  We adhered to the principles of protecting ecosystems and pursuing green development, did our best to improve our work in response to the problems raised by the central ecological protection inspectors, and made solid progress in keeping our skies blue, our waters clear, and our land pollution-free.  

  The average concentration of PM2.5 of the whole province was 39 mcg /m3, days of good air quality reached 83.6% of the total number, the inferior Class V water quality of all the 93 surface water body sections under the national monitoring program was eliminated, and good water quality accounted for 73.3% of all waters in the province. 

  We strengthened the sense of crisis, strictly controlled the government’s new implicit debts, focused on resolving the debts of key businesses, supported the reforms of small and medium-sized financial institutions to forestall risks, and kept the bottom line of no systemic regional risks. 

  四是深入推进市场化改革,发展动力活力持续增强。坚持把优化营商环境摆在事关全局的战略位置,深化“放管服”改革,取消下放省级行政职权1005项,精简率50.7%。推进百日攻坚,一网通办实办率达到46.7%。加强改革创新平台内涵建设,全面完成辽宁自贸试验区试点任务,沈阳全面创新改革试验区6条经验在全国复制推广。深化国资国企改革,出台国企改革三年行动实施方案,136万退休人员实现社会化管理,驻辽央企厂办大集体改革基本完成。加快民营经济发展,放宽市场准入、支持直接融资,新增挂牌上市企业3家,规模以上工业私营企业增加值增长12.6%。政府服务市场主体效能提升,市场资源配置决定性作用不断增强。 

  Fourth, we further deepened market-based reforms and the motivation and vitality of development continuously enhanced. We continued to put the optimization of the business environment in a strategic position that concerns the overall situation, strengthened the reforms to delegate powers, improve regulation, and strengthen services, abolished or delegated 1, 

  005 provincial-level administrative functions and powers, and the streamline rate was 50.7%. We pressed ahead with the 100-day campaign, enabling 46.7% of government services to be settled via a single website.  

  We strengthened the reform and innovation in the connotations of platforms and completed the pilot tasks of Liaoning Free Trade Pilot Zone in an all-round way, and the six pieces of experience of Shenyang Comprehensive Innovative Experimental Zone were copied and popularized in the whole country.  

  We deepened the reform of state capitals and state-owned enterprises (SOEs), and introduced a three-year action plan for the reform of SOEs. 1.36 million retirees were brought under socialized management, and the reform of large collectives run by central enterprises in Liaoning were basically completed.  

  We accelerated the development of private economy, relaxed market access, and supported direct financing. Three enterprises were newly listed, and the industrial added value above the designated scale of private enterprises increased by 12.6%. 

  The efficacy of government service for market entities was improved, and the decisive role in market resource allocation was constantly strengthened. 

  五是主动融入共建“一带一路”,开放水平明显提升。中日(大连)地方发展合作示范区获批设立,金普新区成为国家进口贸易促进创新示范区。中俄东线天然气管道辽宁段投产。沈阳至莫斯科别雷拉斯特中欧班列开通。鞍山西柳服装城获批国家市场采购贸易试点。新增营口、盘锦两个跨境电商综合试验区。丹东启动国家边民互市贸易试点。阜新、朝阳成功创建辽西北承接产业转移示范区。深化辽宁江苏对口合作,开展北京、上海、广东等地招商引资促进周活动。全省实际到位内资增长13.4%,实际利用外资增长13.7%。成功举办首届辽宁国际投资贸易洽谈会,展现了家门常开、兼容并蓄的开放辽宁形象。 

  Fifth, we got actively involved in pursuing the Belt and Road initiative and the level of opening up improved significantly. The Sino-Japanese (Dalian) Local Development Cooperation Demonstration Zone was established upon approval, and Jinpu New Area became a national import trade promotion and innovation demonstration zone. The Liaoning section of the China-Russia east-route natural gas pipeline began operating. The first China-Europe train from Shenyang to the Moscow Berelast Logistics Center first honked its whistle. Anshan Xiliu Garment Market was approved as a pilot for national market procurement trade. Two new comprehensive pilot zones for cross-border e-commerce were established in Yingkou and Panjin. National border trade pilot area was launched in Dandong. Demonstration areas for undertaking industrial transfer in Northwest Liaoning were successfully established in Fuxin and Chaoyang.  

  Counterpart cooperation between Liaoning and Jiangsu were deepened, and investment promotion weeks were held in Beijing, Shanghai, Guangdong and other places. The non-local paid-in domestic investment in Liaoning Province increased by 13.4%, and realized foreign direct investment increased by 13.7%. 

  We successfully held the 1st Liaoning International Fair for Investment and Trade, showing the image of an open and inclusive Liaoning. 

  六是加强创新能力建设,发展新动能加速积蓄。深入贯彻习近平总书记关于工业互联网全球峰会的贺信精神,成功主办2020全球工业互联网大会,并争取到会址永久落户辽宁。制定数字辽宁发展规划,建成5G基站2.3万座,重点培育100“5G+工业互联网示范工厂和园区。I根镜像服务器落地辽宁,6个工业互联网标识解析二级节点在铁岭、葫芦岛等地上线运行。科技创新步伐加快,碳化硅复合材料助力嫦娥五号探月,110兆瓦级重型燃机总装下线。新增高新技术企业1508家,雏鹰瞪羚独角兽企业达到2163家。加快发展高端装备制造、新材料等战略性新兴产业,高技术制造业投资增长33.4%。大力实施兴辽英才计划,支持科技领军人才80名、创新创业团队36个。辽宁的创新要素正在集聚、创新协同加速形成、创新力量逐步展现。 

  Sixth, we strengthened the construction of innovation capacity, and sped up the accumulation of new drivers of development. We thoroughly carried out the guidelines of the congratulatory letter from General Secretary Xi Jinping to the Industrial Internet Global Summit, successfully hosted the 2020 International Conference on Industrial Internet and secured the permanent settlement of the conference in Liaoning. We formulated the development plan of Digital Liaoning, built 23,000 5g base stations, and cultivated 100 “5G+ Industrial Internet” demonstration plants and parks. The I-root image server was launched in Liaoning, and six secondary nodes of industrial Internet identity resolution were launched in Tieling, Huludao and other places.  

  The pace of scientific and technological innovation was accelerated. Silicon carbide composite materials helped the Chang’e-5 to explore the moon, and the 110 MW heavy-duty gas turbine came off the production line upon final assembly.  

  There were 1,508 new high-tech companies, and the total number of various kind of unicorn enterprises reached 2,163. We accelerated the development of high-end equipment manufacturing, new materials and other strategic emerging industries, and investment in high-tech manufacturing increased by 33.4%. We vigorously implemented the Liaoning Revitalization Talent Program, in which 80 science and technology champions, 36 innovation and entrepreneurship teams were benefited. With innovation elements gathering and innovation synergy accelerating, we are gradually unfolding our innovation power. 

  七是坚持农业农村优先发展,乡村振兴扎实推进。把保障重要农产品有效供给作为头等大事,压实“米袋子”“菜篮子”负责制。抗御干旱,抵御台风洪涝,去年粮食产量达到467.8亿斤,生猪存栏恢复到常年水平,在特殊的年份再夺农业丰收。推进农产品加工业转型升级,白羽肉鸡、小粒花生入选全国首批优势特色产业集群。实施千村美丽、万村整洁行动,建成49.5万座农村无害化厕所,生活垃圾处置体系实现全覆盖,新建、改造农村公路7371公里,农村面貌持续改善。 

  Seventh, we gave priority to the development of agriculture and rural areas and make solid progress in Rural Revitalization. We ensured the effective supply of important agricultural products as a top priority, and implemented the responsibility systems for “rice bags” and “vegetable baskets”. Successfully resisting droughts, typhoons and floods, Liaoning’s grain output reached 23.39 million metric tons , the livestock of pigs returned to the normal level, and agricultural harvest was regained in a special year. 

  We promoted the transformation and upgrading of agricultural products processing, white-feathered broilers and small kernel groundnut were selected as the first batch of advantageous and characteristic industrial clusters of China. We implemented the “beautiful and clean village” campaign, and built 495,000 sanitary toilets in rural areas. The domestic waste disposal system were fully covered, 7371 kilometers of rural roads were newly built and reconstructed. The rural landscape continued to improve. 

  八是全面加强社会建设,民生福祉不断增进。教育领域综合改革持续深化,学前教育普惠率超过80%,新增双一流建设国家级成果163项,开展高校思政课教师集中培训。推进健康辽宁建设,成功创建国家肿瘤区域医疗中心和东北地区儿童医疗中心。实现企业养老保险省级统筹,养老金按时足额发放。举办山高水长——唐宋八大家主题文物展。辽阳继沈阳之后成为我省第二个国家历史文化名城。加强全民健身场地设施建设。食品药品安全得到保障。开展安全生产专项整治三年行动,全年未发生重大及以上生产安全事故。积极回应民众关切,依法做好信访工作。加强社会治安防控体系建设,扫黑除恶专项斗争取得阶段性成效。年初确定的10件民生实事全面完成,政府非急需非刚性支出压减60.1%,财政支出用于民生的比例达到74.6%,用政府的紧日子换取百姓的好日子,在共享发展中诠释初心使命。 

  Eighth, we comprehensively strengthened social development and people’s livelihood and well-being were continuously improved. 

  The comprehensive reform in education continued to be deepened. The inclusive rate of preschool education exceeded 80%. There were 163 new national achievements in the development world-class universities and world-class disciplines, and further training of teachers of political science in colleges and universities was carried out. 

  We boosted public health in Liaoning, and successfully created the national regional medical center for cancers and the children’s medical center in Northeast China. We achieved the provincial level overall planning of enterprise pension insurance, and pension payments were made in full and on time. 

  We held the exhibition of cultural relics with the theme of eight famous writers and poets in Tang and Song dynasties. Liaoyang became the second national historical and cultural city in Liaoning after Shenyang. We strengthened the construction of venues and facilities for national fitness, and food and drug safety were guaranteed. 

  We launched a three-year special rectification campaign on work safety, and no major or more serious work safety accidents occurred in the whole year. We actively responded to people’s concerns and did a good job in handling petitions and complaints in a more regular manner. We improved the crime prevention and control system, and achieved phased results in the campaign to crack down on organized crime and local mafia. 

  The 10 practical improvement targets in people’s livelihood set at the beginning of the year were fully completed. The government’s non-urgent and non-rigid expenditures were reduced by 60.1%, and 74.6% of the fiscal expenditure were used to improve people’s livelihood. The government at all levels have tightened their belts for the people’s better livelihood, we interpreted our original mission through shared development. 

  推进军民融合深度发展,帮助部队解决营区改建、设施保护等实际问题,做好随军家属安置、退役军人服务保障工作,军政军民关系更加密切,双拥共建氛围更加浓厚。隆重举行纪念中国人民志愿军抗美援朝出国作战70周年活动。伟大抗美援朝精神跨越时空、历久弥新。 

  Efforts have been made to enhance the integrated military-civilian development, help the troops solve practical problems such as barracks reconstruction and facility protection, and provide complete services for military family members and veterans to forge a closer relationship between the government, the military and the civilian, and to create a better environment where the civilian supports the military and the military supports the government.  

  A grand event was held to commemorate the 70th anniversary of the Chinese People’s Volunteers (CPV) army entering the Democratic People’s Republic of Korea (DPRK) in the War to Resist U.S. Aggression and Aid DPRK. The CPV’s indomitable spirit of resisting U.S. aggression and aid DPRK will be promoted as time goes by.  

  工会、共青团、妇联,科协、残联、老龄委、慈善总会、红十字会、关工委发挥重要作用,事业健康发展。审计监督、统计监督作用不断强化,第七次人口普查取得阶段性成果。港澳台、外事侨务、新闻出版、广播电视、民族宗教、气象地震、地质测绘、社科研究、参事文史等工作取得新成绩。 

  The trade unions, communist youth leagues, women’s federations, associations for science and technology, disabled persons’ federations, committees on aging, charity federations, red crosses, and China cares for the next generation working committees have played an important role in healthy development. Audit and statistical supervision have been continuously strengthened, and the seventh population census has achieved initial results.  

  New achievements have been made in work related to Hong Kong, Macao and Taiwan affairs; foreign affairs and overseas Chinese affairs; press and publication; radio and television; ethnicity and religion; meteorology and earthquake; geological surveying and mapping; social science research; constructive feedback and literature. 

  一年来,我们坚持党对经济工作的领导,履行“一岗双责”,坚决落实全面从严治党主体责任,巩固深化“不忘初心、牢记使命”主题教育成果。持续推进政府系统党风廉政建设和反腐败斗争,严格落实中央八项规定及其实施细则精神,力戒形式主义、官僚主义。自觉接受省人大及其常委会的法律监督、工作监督和省政协的民主监督,623件人大代表议案建议、579件政协提案全部按期办结。加强法治政府建设,废止和修改政府规章36件、行政规范性文件1693件,进一步为基层松绑减负。深入开展重实干、强执行、抓落实专项行动,政府落实效能不断提高。 

  Over the past year, we have adhered to the CPC’s leadership in economic work, administered the dual responsibilities of performing job duties and raising political awareness, held the leaders accountable for the strict CPC governance, and further consolidate the achievements of “Stay True to the Party’s Founding Mission” campaign. We continued to promote government integrity and anti-corruption work, strictly followed the principles of the eight central regulations and their implementation rules, and endeavored to eliminate formalism and bureaucracy.  

  We readily accepted the legal supervision and work supervision of the Liaoning Provincial People’s Congress (LPPC) and its Standing Committee, as well as the democratic supervision of the Liaoning Provincial Political Consultative Conference (LPPCC); and completed work on 623 LPPC proposals and 579 LPPCC proposals on schedule.  

  We have strengthened the construction of a government under the rule of law, abolished and amended 36 government regulations and 1,693 administrative normative documents, and further relieved the burden on the grassroots. The campaign of “Practical Work, Effective Execution, Positive Results” was carried out to further improve the work efficiency of the government.  

  各位代表!“十三五时期,是我省发展进程中极不寻常的五年。习近平总书记对辽宁高度重视、亲切关怀,两次亲临辽宁视察指导,亲自参加十二届全国人大五次会议辽宁代表团审议。2018928日,习近平总书记在沈阳主持召开深入推进东北振兴座谈会并发表重要讲话,为东北振兴发展把舵领航、指引方向,给我们提供了强大精神动力和根本遵循。我们牢记嘱托、感恩奋进,加快补齐四个短板、努力做好六项重点工作,蹄疾步稳促改革,心无旁骛谋发展,净化政治生态,推进法治建设,基本完成十三五规划任务,决胜全面建成小康社会,为全国经济社会发展贡献了辽宁力量。 

  Fellow Deputies! The “13th Five-Year Plan” period was an extremely unusual five years in the development process of Liaoning. General Secretary Xi Jinping attached great importance to and cared for Liaoning development, reflecting in his two visits to Liaoning for inspection and guidance, and his attendance in the deliberations of the Liaoning delegation at the Fifth Session of the 12th National People’s Congress. On September 28, 2018, General Secretary Xi Jinping presided over a symposium on deepening the revitalization of Northeast China and delivered an important speech, pointing the direction for the development of Northeast China, and inspiring us to move forward by following the basic principles. Thanks to this symposium, we accelerated efforts to shore up four areas of weakness, carry out six key tasks, steadily promote reforms, effectively pursue development, improve political environment, and promote governance according to the law.  

  We have basically completed the tasks for the “13th Five-Year Plan”, facilitating the cause of securing a decisive victory in building a moderately prosperous society in all respects, and contributing to the national economic and social development. 

  “十三五”时期,我省经济筑底企稳、回升向好,综合实力稳步提升,地区生产总值年均增长3.2%,城乡居民收入年均分别增长5.3%7.7%,居民收入增速高于经济增速。改革开放取得关键突破。率先出台省级《优化营商环境条例》,全面解决厂办大集体等国有企业历史遗留问题。民营经济发展步伐加快。农村改革成效明显。沈抚新区成为全国首家改革创新示范区。宝马沈阳新工厂、宝来巴赛尔等重大外资项目落地。科技创新能力显著增强。国产首艘航母等大国重器在辽宁问世,积极创建国家实验室,攻克关键技术300余项,高新技术企业达到6989家,科技型中小企业突破1万家。产业结构调整步伐加快。扎实推进三去一降一补,化解和淘汰钢铁产能602万吨、煤炭产能3857万吨,僵尸企业依法顺利处置。粮食年均产量达到464亿斤,乡村振兴战略深入推进。脱贫攻坚战取得决定性胜利。15个省级贫困县、1791个贫困村全部脱贫摘帽,84万农村建档立卡贫困人口全部脱贫,人均年纯收入达到9648元,稳定实现两不愁三保障和饮水安全。城乡人民生活不断改善。城镇累计新增就业228.4万人,主要健康指标位居全国前列,人均预期寿命79岁,文化强省、体育强省建设步伐加快,平安辽宁、法治辽宁建设成果显著。 

  During the “13th Five-Year Plan” period, Liaoning’s economy has stabilized and recovered, and its comprehensive strength has been steadily improved. The regional GDP has grown at an average annual rate of 3.2%. The annual income of urban and rural residents has increased by 5.3% and 7.7%, respectively. As we can see, the residents’ income growth surpassed the economic growth. A key breakthrough was made in reform and opening up. We took the lead in promulgating the Regulations on Optimizing the Business Environment to comprehensively address the unsolved problems on state-owned enterprises (SOEs) such as supporting enterprises under collective ownership. The development of the private economy has accelerated. The rural reform has achieved remarkable results. Shenfu New District became China’s first reform and innovation demonstration zone. Major foreign investment projects such as BMW’s new factory in Shenyang and Bora LyondellBasell projects were carried out.  

  The ability of scientific and technological innovation has been significantly enhanced. The first domestically produced aircraft carrier and other major national facilities debuted in Liaoning. We have actively established national laboratories, and worked on 300 key technologies. There was a total of 6,989 high-tech enterprises, and over 10,000 high-tech small-and medium-sized enterprises. We have accelerated the industrial restructuring; effectively performed the five priority tasks, namely, cutting overcapacity, reducing excess housing inventory, deleveraging, lowering costs, and shoring up areas of weakness; eliminated 6.02 million tons of steel production capacity and 38.57 million tons of coal production capacity; and disposed of “zombie enterprises” in accordance with the law. 

  The average annual grain output reached 23.2 million metric tons, and the rural revitalization strategy was further advanced. A decisive victory was achieved in the fight against poverty. 15 provincial-level poverty-stricken counties, 1,791 poverty-stricken villages, and 840,000 registered poor people in rural areas have been lifted out of poverty. The per capita annual net income has reached RMB 9,648 yuan. The people concerned no longer have to worry about food and clothing, and have access to compulsory education, basic medical care, safe houses and drinking water. The lives of urban and rural people continued to improve. A total of 2.284 million new jobs were created in cities and towns. Liaoning was ranked among the top in China in terms of main health indicators. The average life expectancy was 79 years. We have also accelerated the enhancement of Liaoning strength in culture and sports, and achieved remarkable results in ensuring safety and rule-based governance in Liaoning. 

  各位代表!“十三五时期,我省遭遇了前所未有的挑战,取得了来之不易的成绩。这些成绩的取得,根本在于习近平新时代中国特色社会主义思想的科学指引,根本在于以习近平同志为核心的党中央坚强领导;在于省委带领全省各族人民齐心协力、团结奋斗,在于省人大的法律监督和工作监督、省政协的民主监督和建言献策。在此,我代表省人民政府,向全省各族人民,向各位人大代表、政协委员,向各民主党派、工商联、各人民团体及各界人士,向驻辽中央有关单位和人民解放军、武警官兵、公安干警、消防救援队伍指战员,致以崇高的敬意!向所有关心和支持辽宁振兴发展的港澳台同胞、海外侨胞及国际友人,表示衷心的感谢!

  各位代表!“十三五时期,我省虽然遇到很多严峻挑战和难以预料的困难,6项预期性指标、2项约束性指标没有实现;2020年受疫情严重冲击,主要指标与年初预期也有一定差距,但是我们迎难而上、奋力攻坚,主要经济指标实现正增长,稳住了经济基本盘,为十四五时期高质量发展奠定了坚实基础。事非经过不知难。我们清醒认识到,辽宁振兴发展仍处于滚石上山、爬坡过坎的关键期,有效投资不足,消费拉动不够;市场化程度不高,营商环境亟待改善;产业结构、经济结构调整任务重,创新支撑引领作用不强,民营经济发展不活跃;一些企业债务负担较重,中小金融机构风险不容忽视;部分政府工作人员创新意识、担当精神、岗位能力有待增强。我们要直面问题、迎接挑战,准确识变、科学应变、主动求变,努力在推动高质量发展中赢得主动、赢得未来。 

  Fellow Deputies! During the “13th Five-Year Plan” period, Liaoning failed to realize 6 expected indicators and 2 binding indicators due to a number of severe challenges and unforeseen difficulties. Impacted by the COVID-19 epidemic at the beginning of 2020, we fell short of our goals for main indictors. However, we rose to the challenge, and finally achieved positive growth in major economic indicators, stabilized the economic fundamentals, and laid a solid foundation for high-quality development during the “14th Five-Year Plan” period.  

  One cannot truly appreciate the difficulty except through personal experience. We were fully aware that the revitalization and development of Liaoning was still in a critical stage facing a number of problems, including: insufficient effective investment and consumption drive; low marketization and undesirable business environment; heavy tasks of industrial and economic restructuring; weak innovation-led development and inactive development of the private economy; heavy debt burdens on some enterprises and the risks faced by small and medium-sized financial institutions; and low awareness of innovation and responsibility and inadequate ability among government staff. We must face these problems, rose to the challenge, respond to changes timely and scientifically, and actively adjust our plans so as to successfully promote high-quality development.  

  二、“十四五”时期主要目标任务和2021年工作安排 

  IIMain Goals and Tasks During the “14th Five-Year Plan” Period and Work Arrangement for 2021 

  “十四五”时期,辽宁和全国一样进入新发展阶段、开启全面建设社会主义现代化新征程。按照党的十九届五中全会部署,落实中共辽宁省委十二届十四次全会要求,省政府编制了《辽宁省国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要(草案)》,提请本次大会审议。 

  During the “14th Five-Year Plan” period, Liaoning together with the rest of China will enter a new stage of development and embark on a new journey of comprehensive socialist modernization. In accordance with the deployment of the Fifth Plenary Session of the 19th Party Central Committee and the requirements of the 14th Plenary Session of the 12th Liaoning Provincial Party Committee, Liaoning government has compiled the Outline for 14th Five-Year Plan for National Economic and Social Development of Liaoning Province and 2035 Long Range Planning (Draft), and submitted it to this conference for deliberation. 

  《纲要》提出经济社会发展的奋斗目标是:通过五年努力,在优化营商环境、创新驱动发展、经济结构调整、区域协调发展、高水平对外开放、提高人民生活品质、服务全国构建新发展格局等方面取得突破性进展,数字辽宁、智造强省建设取得显著成效,形成营商环境好、创新能力强、区域格局优、生态环境美、开放活力足、幸福指数高的振兴发展新局面,实现新时代辽宁全面振兴全方位振兴新突破,为2035年基本实现社会主义现代化奠定坚实基础。 

  According to the Outline, Liaoning aims to attain the following goals in economic and social development after five years of hard work. Significant breakthroughs will be made in optimizing business environment, innovation-driven development, economic structure adjustment, regional coordinated development, high-level opening up, improving people’s quality of life, and facilitating national new development pattern, etc. Significant results will be achieved in the enhancement of Liaoning strength in digitalization and intelligence.  

  Liaoning is expected to have a good business environment, strong innovation capabilities, excellent regional structure, beautiful ecological environment, open and dynamic economic activities, and higher Happiness Index. New breakthroughs will be made in the comprehensive revitalization of Liaoning in the new era to lay a solid foundation for the basic realization of socialist modernization in 2035. 

  《纲要》提出经济社会发展的主要指标:一是围绕经济发展,提出11项指标,其中地区生产总值年均增长6%左右,一般公共预算收入年均增长6%左右。二是围绕创新驱动,提出9项指标,其中到2025年,研究与试验发展经费投入强度达到2.3%。三是围绕民生福祉,提出8项指标,其中居民人均可支配收入年均增长6%以上,城镇调查失业率5.5%左右。四是围绕绿色生态,提出8项指标,其中单位地区生产总值能耗、二氧化碳排放达到国家要求。五是围绕安全保障,提出2025年粮食综合生产能力达到465亿斤,能源综合生产能力达到6133万吨标准煤。以上共计38项指标,其中预期性指标28项、约束性指标10项,兼顾了当前与长远,考虑了现实与可能,体现了中央要求和地方特色。为实现上述指标,《纲要》规划安排了17项重点任务。 

  In terms of the main indicators of economic and social development, the Outline covered five aspects. First, there are 11 indicators for economic development. The regional GDP and the general public budget revenue are expected to grow at an average annual rate of about 6%, respectively.  

  Second, there are 9 indicators for innovation-driven development. The proportion of funding input in research and experimental development will reach 2.3% by 2025.  

  Third, there are 8 indicators for people’s livelihood and well-being. The average annual per capita disposable income of residents will increase by more than 6%, and the urban unemployment rate will be about 5.5%.  

  Fourth, there are 8 indicators for green ecology. Energy consumption per unit of GDP and carbon dioxide emissions will meet national requirements.  

  Fifth, in terms of safety and security, it is proposed that by 2025, the comprehensive food production capacity will reach 23.25 million metric tons and the comprehensive energy production capacity will reach 61.33 million tons of standard coal.  

  There are a total of 38 indicators mentioned above, of which 28 are expected indicators and 10 are binding indicators. The Outline takes both the current and long-term development, reality and potential, central requirements and local situations into consideration. To accomplish these indicators, the Outline lists 17 key tasks. 

  要完成“十四五”规划任务,实现新发展阶段奋斗目标,必须完整准确全面贯彻新发展理念。要坚持系统观念,从根本宗旨、问题导向、忧患意识三个维度深刻把握新发展理念;要发扬斗争精神,坚决摒弃传统的思维定势、工作惯性、路径依赖;要一体践行、立体推进,实现更高质量、更有效率、更加公平、更可持续、更为安全的发展。经过多年积累,我们具备了支撑高质量发展的良好基础和条件。我们要立足两个大局,心怀国之大者,准确把握新发展阶段,深入贯彻新发展理念,加快构建新发展格局,统筹发展和安全,矢志不移、笃定前行,奋力实现辽宁振兴新突破。 

  To complete the “14th Five-Year Plan” tasks and achieve the goals of the new development stage, the new development concept must be fully, accurately and comprehensively implemented. We must adhere to a holistic approach, and deeply grasp the new development concept from the three dimensions of fundamental purpose, problem orientation, and awareness of potential risks. We must be courageous in reforming traditional methods and practices, and take effective actions to achieve higher quality, more efficient, fairer, more sustainable, and safer development. Built on years of experiences, we now have a good foundation and favorable conditions for high-quality development on a higher level.  

  We must bear in mind the national plans for eastern coastal areas and central and western regions, pay attention to central priorities and national interests, fully understand the new development stage, thoroughly implement the new development concept, accelerate the construction of a new development pattern, coordinate development and safety work, and move forward with determination to achieve new breakthroughs in revitalization of Liaoning. 

  2021年,是我国现代化建设进程中具有特殊重要性的一年。做好今年辽宁工作,我们要坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中、五中全会精神,深入贯彻习近平总书记关于东北、辽宁振兴发展的重要讲话和指示精神,落实中央经济工作会议部署,坚持稳中求进工作总基调,立足新发展阶段,贯彻新发展理念,构建新发展格局,统筹推进五位一体总体布局,协调推进四个全面战略布局,以推动高质量发展为主题,以深化供给侧结构性改革为主线,以改革创新为根本动力,以满足人民日益增长的美好生活需要为根本目的,坚持系统观念,统筹发展和安全,落实省委十二届十四次、十五次全会暨省委经济工作会议精神,履行维护国家五大安全政治使命,聚焦补齐四个短板、扎实做好六项重点工作,继续做好六稳工作、全面落实六保任务,保持经济运行在合理区间,社会大局和谐稳定,党的建设全面加强,形成扎实践行新发展理念的生动画面和宏大场景,确保十四五开好局、起好步,以优异成绩庆祝中国共产党成立100周年。 

  The year 2021 comes with a special importance in the modernization process of China. To fulfill the missions of Liaoning this year, we should adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 19th CPC National Congress and its Second, Third, Fourth and Fifth Plenary Sessions. We should conscientiously put into practice the major speeches and instructions made by General Secretary Xi Jinping on revitalizing and developing Northeast China and Liaoning. We should follow the decisions made at the Central Economic Work Conference, pursue progress while ensuring stable performance, plan the work based on the conditions of the new development stage, implement the new development philosophy, and foster a new development paradigm. Actions should be taken to coordinate the advancement of the Five-Sphere Integrated Plan and promote coordinated implementation of the Four-pronged Comprehensive Strategy. We should set high-quality development as the focus, supply-side structural reform as the main task, reform and innovation as the fundamental driving force, and meeting people’s ever-increasing needs for a better life as the primary goal. We should act with a holistic approach, balance development and security and accomplish the assignments made at Fourteenth and Fifteen Plenary Sessions (concurrently the Economic Work Conference) of the 12th provincial Party congress.  

  We should act to fulfill the political mission of safeguarding Five-sphere National Security, focus on shoring up the Four Shortcomings, complete the Six Key Assignments with tangible results, and continue to ensure stability on six fronts and maintain security in six areas. We should keep major economic indicators within desired range, maintain social harmony and stability and strengthen Party building in all respects to deliver the new development philosophy with proven examples, bold actions and solid steps. We should ensure a solid stride in breaking new ground for the 14th Five-Year period and celebrate the centennial anniversary of the Communist Party of China with outstanding achievements 

  今年全省经济社会发展的主要指标是:地区生产总值增长6%以上;一般公共预算收入增长4%以上;规模以上工业增加值增长8%以上;粮食播种面积只增不减、正常年景下产量468亿斤以上;固定资产投资增长10%左右;社会消费品零售总额增长7%左右;进出口总额占全国份额稳中有升;城镇新增就业42万人以上,城镇调查失业率5.5%左右;居民消费价格涨幅3%左右;城乡居民收入稳步增长;生态环境质量进一步改善,单位地区生产总值能耗降低3%左右,主要污染物排放量继续下降。上述指标,既考虑开局之年的良好预期,又与十四五目标相衔接;既考虑到现实基础,又估计到面临的不确定性,坚持实事求是,体现积极进取,在实际工作中力争做得更好。 

  The main indicators of economic and social development in Liaoning this year are:  

  Regional GDP growth by more than 6%;  

  General public budget revenue growth by more than 4%;  

  Added value growth of industries above the designated scale by more than 8%;  

  Ensure grain sowing area expanding rather than shrinking, with an annual output of more than 23.4 million metric tons under normal conditions;  

  Fixed asset investment growth by about 10%;  

  Total retail sales of consumer goods growth by about 7%;  

  Total imports and exports taking up a slightly larger share while maintaining its momentum in the national total; 

  Urban employment of more than 420,000 people, with surveyed urban unemployment rate at about 5.5%;  

  Consumer prices rising by about 3%;  

  Steady growth in urban and rural residents’ income; 

  Improved ecological and environmental quality; 

  Energy consumption per unit of GDP cutting by about 3%, with emissions of major pollutants continuing to decline.  

  The above indicators are results of a holistic approach considering both sound expectations of the starting year and the goals of the 14th Five-Year Plan and both the reality and potential uncertainties. These indicators reflect our working style of adhering to reality, acting with vigor and striving to achieve better results. 

  今年要重点做好以下十个方面工作。 

  This year, we should focus on the following ten assignments. 

  ()保持经济平稳健康发展。坚持以深化供给侧结构性改革为主线,牢牢把握扩大内需战略基点,主动服务国家构建新发展格局,推动经济高质量发展。 

  (1) Maintaining stable and healthy economic development. We will make the efforts to deepen the supply-side structural reform as the main task, make the best of the strategic basis of expanding domestic demand, take the initiative to support the country in building a new development paradigm, and promote high-quality economic development. 

  精准执行国家宏观政策。优化财政支出结构,坚持过紧日子,压减非刚性支出,完善转移支付制度,落实直达机制,当好过路财神、不做甩手掌柜,兜住基层三保底线,让积极的财政政策提质增效、更可持续。引导金融机构更多支持三农、科技创新、制造企业、中小微企业,让稳健的货币政策灵活精准、合理适度。坚持就业优先,多渠道促进高校毕业生、退役军人、农民工等重点群体就业,帮扶残疾人、零就业家庭成员就业,支持和规范发展新就业形态,全力稳住和扩大就业。 

  Precisely implementing national macro policies. We will optimize the fiscal expenditure structure, tighten our belt by reducing non-fixed expenditure, improve the transfer payment scheme and implement the one-stop mechanism. We will provide financial support in a more responsible approach, support basic social functions from three aspects at the grassroots level, and make the active fiscal policy more effective and sustainable. We will guide financial institutions to allocate more resources to agriculture, rural areas and farmers, innovation of science and technology, manufacturing enterprises, micro, small and medium sized enterprises while implementing the stable monetary policy with flexible, targeted and moderate approaches. Prioritizing the work on employment, we will facilitate the employment of such key groups as college graduates, retired ex-servicemen and migrant workers through multiple channels, help people with disabilities and zero-employment family members to find jobs, support and regulate the development of new employment forms, and make every effort to stabilize and expand the job market. 

  推进消费提质扩容。提升传统消费,鼓励新型家电、新能源汽车消费,改造提升21条省级步行街。培育新型消费,促进线上线下消费融合发展,打造一批网红产品和电商直播基地。发展服务消费,提高公共服务支出效率。挖掘县乡消费潜力,支持电商、快递进村。大力发展冰雪运动和冰雪经济。深化文旅融合,整合旅游资源,建设东北亚旅游目的地。继续开展全民乐购·约惠辽宁系列促消费活动,推动消费快速复苏。 

  Improving and enlarging consumption. We will upgrade traditional consumption models, encourage the consumption of new types of home appliances and new energy vehicles, and renovate and upgrade 21 provincial-level pedestrian streets. Efforts will be made to incubate new-type consumption, facilitate the integrated development of online and offline consumption, and foster popular internet products and e-commerce live stream bases. We will develop service consumption and improve the efficiency of public service spending. The consumption potential of towns and counties will be tapped to support the development of e-commerce and delivery services in rural areas. Ice/snow sports and ice/snow economy will be vigorously promoted. We will further coordinate culture and tourism, integrate tourism resources, and develop Northeast Asian tourism destinations. We will continue the series of consumer promotion activities under the Shop for All in Liaoning program and facilitate rapid recovery of consumption. 

  拓展扩大有效投资。坚持项目为王、引育并重,聚焦两新一重建设和产业优化升级,坚决遏制高耗能、高排放项目上马冲动,滚动实施三个1万亿项目。加快辽河储气库群、朝凌高铁、沈阳地铁3号线、大连地铁5号线等项目建设,开工建设沈白高铁、徐大堡核电二期、辽河干流防洪提升工程、输供水工程续建、5G精品网络建设工程、阜奈高速等项目,形成更多投资量。做好大连新机场、桃仙机场二跑道、京哈高速绥中至盘锦段扩容改造、绥凌高速、本桓宽高速、能源输送通道等项目前期工作,尽早开工建设。支持宝马扩大投资和沈飞局部搬迁,加快建设新松机器人未来城、沈阳中关村科技园、大连日本电产产业园等项目,加大制造业设备更新和技术改造投资力度。推进交通强国试点项目建设。创新投融资模式,社会投资占比大幅提升。我们上项目、抓投资必须践行新理念、体现高质量,决不要带血的GDP,决不要污染的GDP 

  Expanding effective investment. Insisting on the project-led approach with equal emphasis on business attraction and incubation, we will focus on advancing new types of urbanization and infrastructure, major projects and industrial upgrading. We will also resolutely curb the blind development of high energy-consuming and high-emission projects and implement the Three One Trillion RMB projects in series. We will expedite the construction of Liaohe Gas Storage Farm, Chaoyang-Linghai High-speed Railway, and Shenyang Metro Line 3 and Dalian Metro Line 5. We will commence the construction of Shenyang-Changbaishan High-speed Railway, Xudabao Nuclear Power Plant Phase II, flood control and improvement project of the trunk Liaohe River, continued construction of water supply and transmission project, high-quality 5G network construction project, and Fuxin-Naiman Expressway among others. Such projects will generate greater investment. We will push forward the preliminary work for an early construction of such projects as new Dalian Airport, the second runway of Taoxian Airport, the Extension and renovation of Suizhong-Panjin section of Beijing-Harbin Expressway, Suizhong-Lingyuan Expressway, Benxi-Huanren-Kuandian Expressway and energy transmission channel. We will support BMW to expand its investment and AVIC Shanyang Aircraft Company Limited to relocate parts of its facilities, speed up the construction of Xinsong Future Robot City, Shenyang Zhongguancun Science and Technology Park, Nidec (Dalian) Industrial Park, and increase investment for the renewal of manufacturing equipment and technological transformation. Pilot projects will be developed to support China in building a developed transportation system. We will innovate the investment and financing models and enhance the share of social investment by a large ">实施城市更新行动。与住建部共建城市更新先导区,推进城市生态修复和功能修补,综合改造1000个城镇老旧小区,推动工业遗产活化利用。精细化管理城市,提升城市文明水平。着力解决大城市住房突出问题,完善长租房和土地要素保障政策,促进房地产市场平稳健康发展。 

  Promoting urban renewal and renovation. We will work with the Ministry of Housing and Urban-Rural Development to build pilot urban renewal remedy, promote ecological restoration and functional repair in urban areas, renovate 1,000 old urban neighborhoods, and revitalize the use of industrial heritage. We will apply a delicacy management model for cities and improve urban civility. We will make more efforts to solve the outstanding housing problems in big cities, improve policies on long-term rental housing and land element protection, and ensure a stable and healthy development of the real estate market. 

  ()推进体制机制改革创新。坚持市场化改革,把有效市场和有为政府更好结合起来, 激发各类市场主体活力。 

  (2) Promoting institutional reform and innovation. We should insist on market-oriented reform, combine the effective market and capable government in a way that generates better performance, and stimulate the vitality of all types of market players. 

  全面优化营商环境。按照市场化、法治化、国际化要求,以办事方便、法治良好、成本竞争力强、生态宜居为指向,全力优化发展生态。推进放管服改革向纵深发展,实现证照分离改革全覆盖,全链条、全流程下放行政审批权,多措并举确保接得住、管得好。提升政务服务水平,推进一网一门一次改革,一网通办达到全国先进水平。依法保护市场主体权益,坚决整治破坏营商环境问题。健全社会信用体系,完善守信联合激励、失信联合惩戒机制,让失信欺诈受到惩治,让诚实守信蔚然成风。 

  Optimizing the business environment from all aspects. In line with the requirements of market orientation, rule of law and international operation, we will fully optimize the development environment towards convenient handling procedures, rule of law, competitive costs and sound ecological environment for living. We will further carry forward the reform of delegating power, strengthening supervision and optimizing services and strive to achieve the full coverage of the reform of separating the permits and licenses issued by different departments. We will also delegate the approval authorities along the whole chain and the whole process and take measures to ensure that the delegated power are well managed. We will improve government services, promote the reform of completing the formalities through one website, one office and one visit, and make the once-for-all integrated online service reach the national advanced level. We will protect the rights and interests of market players based on the law and resolutely rectify problems that undermine the business environment. We will optimize the social credit system and improve the joint incentive mechanism for trustworthiness and joint punishment mechanism for the untrustworthiness, so that those who have lost their credibility are punished and that honesty are admired by all. 

  深化国资国企改革。实施国企改革三年行动,优化国有经济布局,加快产业结构调整。抓好华晨集团司法重整,推进本钢等国有企业战略性重组和混合所有制改革。打造沈阳区域性综合改革试验升级版,统筹推进驻辽央企、省属市属国有企业综合改革。健全市场化经营机制,全面开展经理层市场化选聘。深化国有资本投资、运营公司改革,加快形成以管资本为主的国资监管体制。 

  Deepening the reform of SOEs. We will implement the three-year reform action of SOEs, optimize the layout of the state-owned economy, and pace up industrial restructuring. We will closely follow the judicial restructuring of Brilliance Auto, and promote the strategic restructuring of mixed ownership reform of SOEs such as Bengang Steel Group. We will upgrade the regional comprehensive reform experimental zone in Shenyang and coordinate the comprehensive reform of central enterprises and provincial and municipal SOEs in Liaoning. We will improve the market-oriented operation mechanism and fully carry out the market-oriented selection and recruitment of managers. We will deepen the reform of the investment with state-owned capital and operating companies and expedite the formation of a state-owned capital supervision system highlighting capital management. 

  大力发展民营经济。依法整治违规涉企收费,着力破除招投标、投融资等隐性壁垒,切实帮助企业降成本、减负担,引导民营经济转型升级。弘扬企业家精神,加强企业家队伍建设。畅通政企沟通渠道,构建亲清政商关系,拿出真招实策,付出真心实意,让各类市场主体壮起来、火起来。 

  Vigorously developing the private economy. We will rectify the practices of illegal charges related to enterprises in line with the law, strive to break hidden barriers in bidding, investment and financing, effectively support enterprises to reduce costs and ease burdens, and guide the transformation and upgrading of the private economy. We will encourage entrepreneurship and strengthen the capacity building of entrepreneurs. We will smooth the communication channels between the government and enterprises, foster a close and transparent relationship, come up with effective initiatives with sincerity, make all kinds of market players robust, and ignite their enthusiasm. 

  强化要素资源市场化配置。建设高标准市场体系,健全数据等要素市场化交易平台,打通要素流通渠道。强化普惠金融服务,丰富金融产品,发展直接融资。支持大连商品交易所建设国际一流衍生品交易所。依法有序推进集体经营性建设用地入市,完善建设用地使用权二级市场。加快售电侧改革。强化知识产权创造、保护和利用。 

  Strengthening the market-oriented allocation of factors and resources. We will establish a high-standard market system, improve the market-oriented trading platform for data and other factors, and break the blockades in factor circulation. We will further invigorate inclusive financial services, develop more financial products, and encourage direct financing. Support will be given to Dalian Commodity Exchange to transform to a world-leading derivatives exchange. We will orderly list the collective business construction land in the market consistent with the law, and improve the secondary market of construction land use rights. The reform of electricity sales will be accelerated. We will strengthen the creation, protection and utilization of intellectual property rights.

  Accelerating the development of major scientific and technological innovation platforms. We will actively strive for bringing national innovation platforms and major scientific devices in Liaoning, set up research centers for advanced materials, intelligent manufacturing, fine chemicals, etc., and mobilize forces to create key national comprehensive laboratories in the region. The construction of a national medical testing and clinical medicine research center will be expedited. We will enhance the innovation capacity of high-tech zones and develop Shenyang University National Independent Innovation Demonstration Zone with high standards. 

  强化企业创新主体地位。促进创新要素向企业集聚和跨界融合,培育一批产学研联盟盟主,推动大中小企业融通创新。实施科技型企业梯度培育计划,大力培育专精特新,年内新增高新技术企业1000家、雏鹰瞪羚独角兽企业500家,让辽宁创新创业沃土上的新苗越来越多、茁壮成长。 

  Reinforcing the status of enterprises as the main body of innovation. We will promote cross-cutting integration of innovation factors and pool such factors for enterprises, nurture a batch of leaders of industry-university-research institute alliances, and encourage coordinated innovation among small, medium and large enterprises. A layered cultivation plan will be implemented for scientific and technological enterprises. We will vigorously incubate top-notch, specialized and innovation-driven enterprises, with 1,000 high-tech enterprises and 500 unicorn and promising enterprises established in the year. Such endeavors will make Liaoning an ideal place for innovation and entrepreneurship and support the robust development of an increasing number of start-ups. 

  完善科技体制机制。实行揭榜挂帅,努力攻克新材料、精细化工、高端装备制造、半导体芯片制造设备和工业基础软件等领域卡脖子关键核心技术。加大科技投入力度,全社会科研经费投入增长7.5%,科技成果省内转化率提高3个百分点。大力发展创投基金,畅通科技成果转化通道,推动更多科技成果转化为现实生产力。 

  Improving the institutional mechanism of science and technology. We will introduce a Dare-to-Undertake mechanism to mobilize the participation enthusiasm through open bidding, take measures to make breakthroughs in core technologies, which, if not owned, may hinder further development, such as new materials, fine chemicals, high-end equipment manufacturing, semiconductor chip manufacturing equipment and industrial infrastructure software. With increased investment in science and technology, we will ensure a 7.5% growth in expenditure for scientific and technological research and a 3-percentage point rise in the commercialization of such research results. We will vigorously support venture capital and smooth the channel of commercializing scientific and technological achievements, which will be transformed into real productivity on a larger scale.

We will optimize and upgrade the Liaoning Talent Initiative, improve the model of “platform + talent + mechanism”, carry out the whole-process pattern of “project + team”, and introduce more than 1,000 high-level talents. We will encourage employers to take a flexible approach in attracting talents, further enhancing vocational training to cultivate more “ Liaoning craftsmen”. We will build up a social atmosphere of identifying, caring for and respecting talents, tap their potential, ease their burden, and make Liaoning a place of starting business, seeking further development and achieving the dreams.

We will also develop more than 100 examples as the benchmark for transforming and upgrading the enterprises and build an advanced equipment manufacturing base with international competitiveness. Second, we will focus on specified, large-scale and advanced development to tap the potential of the “original brands”. We will develop circular economy, strengthen fine chemicals and new chemical materials industry, advance the specified and deep processing of the metallurgical industry, expedite the transformation and upgrading of magnesia industry. Third, we will focus on new industries and new business models to incubate “new brands”. We will focus on developing strategic emerging industries such as the new-generation information technology, biomedicine, new materials, high-end equipment manufacturing and new energy vehicles, and make forward-looking plans for additive manufacturing, flexible electronics, third-generation semiconductors, quantum technology, energy storage and other future industries. We will continue to complete the tasks of cutting overcapacity, reducing excess housing inventory, deleveraging, lowering costs, and shoring up areas of weakness, reinforce the strengths and pace up to improve industrial competitiveness.

  Vigorously developing the digital economy. We will launch the initiative for enterprises to seek smart transformation with big data on cloud and ensure a 10% growth for digital economy. We will accelerate the construction of digital economy infrastructure and build 25,000 new 5G base stations. We plan to establish the top-level national nodes for identifier resolution and Spark·Blockchain super nodes, expand the application of root mirror servers of domain names, and establish a batch of industrial Internet platforms and large-scale data centers. We will support Shenyang and Dalian to accelerate the development of the software industry and promote the whole-industrial chain development of the integrated circuits. We will promote the development and application of blockchain technologies and seize the opportunities brought about by pilot programs of legal digital currency application. We will make the Third Global Industrial Internet Conference a success. We will establish Liaoning Big Data Bureau, improve the government data sharing mechanism, and build a digital government. Efforts will be made to advance the initiatives of smart cities and digital villages. We will fully tap the potential of data to expedite the process of digitalizing Liaoning. 

  推进生产性服务业融合发展。培育壮大信息服务、研发设计、检验检测认证等高技术服务业。引导服务业数字化赋能,创新服务模式、服务业态。提升物流业全链条水平,推动商贸流通业转型升级。支持沈阳、大连建设全国会展名城。 

  Advancing the integrated development of the productive service industry. We will cultivate and expand high-tech services, such as information services, R&D, design, testing and certification. We will lead the endeavors of digitalizing the service industry and innovating service models. Actions will be taken to improve the capability of the whole logistics industry and upgrade the trade circulation industry. We will support Shenyang and Dalian in transforming into national exhibition cities.

  Expediting the development of Shenyang modern metropolitan area. We will closely follow the trend of the time and support Shenyang, positioned as a national central city, to be an example of digitalizing Liaoning and making the province a major player of smart manufacturing. We will promote the integrated development of Shenyang metropolitan area, establish an integrated intercity transportation network and interconnected water network, protect the ecological environment between cities, and make it a demonstration area of new industrialization and a growth pole for revitalizing Northeast China. 

  加快推进沿海经济带开发开放。支持大连建设东北亚国际航运中心,对标自由贸易港,推动规则、管理、标准等制度型开放,当好打造对外开放新前沿的排头兵。释放港口整合效能,推进太平湾港产城创融合发展。推动沿海六市协同开放,制定实施海洋经济发展规划,培育壮大临港产业集群,发展海洋产业,建设海上辽宁、海洋强省。 

  Accelerating the development and opening up of the coastal economic zone. We will support Dalian to transform into an international shipping center in Northeast Asia, apply the standards of free trade ports, harmonize with international systems in rules, management and standards, and thus become a pathbreaker in becoming a new front of opening up. We will take advantage of the effectiveness of port integration and promote synergistic development of ports, industries, cities and innovation in Taiping Bay. We will coordinate the opening up of six coastal cities, formulate and implement the development plan of marine economy, cultivate port-based industrial clusters, develop the marine industry, and thus make Liaoning a major province in marine economy. 

  建设辽西融入京津冀协同发展战略先导区。释放阜新、朝阳、葫芦岛等城市区位优势,加强通道、产业、平台、人才、市场对接,加快建设产业转移示范区,打造开放合作西门户和新增长极,积极融入京津冀协同发展。 

  Developing a pioneer area in Western Liaoning to integrate into the Beijing-Tianjin-Hebei coordinated development. We will give play to the geographical advantages of Fuxin, Chaoyang and Huludao and facilitate the connection of channels, industries, platforms, talents and markets. We will speed up the construction of industrial transfer demonstration zones, cultivate western gateways of opening up and cooperation, develop new growth drivers, and actively integrate into the Beijing-Tianjin-Hebei coordinated development. 

  建设辽东绿色经济区。绿色是辽东地区最靓的底色。我们要健全生态补偿机制,大力支持辽东九县()建设重点生态功能区。着力发展生态经济,做强做大绿色农业和生物医药,建设大健康产业基地,创建全域旅游示范区。 

  Building a green economic zone in Eastern Liaoning. Green development is the highlight of Eastern Liaoning. We should improve the ecological compensation mechanism and give strong support to nine counties (cities) in Eastern Liaoning to build key ecological function areas. We will focus on developing ecological economy, strengthen the competitiveness and expand the scale of green agriculture and biomedicine, build a whole-chain base of health industry, and create demonstration areas for all-for-one tourism.

  (6) Taking the initiative to integrate into the domestic and international circulations. We will actively participate in the Belt and Road Initiative, construct an economic and trade cooperation hub in Northeast Asia, and create a new frontier of opening up. 

  提升开放平台功能。开展辽宁自贸试验区新一轮改革试验,推动海关监管区协同发展,推进开发区高质量发展。深度参与中日韩经贸合作和中蒙俄经济走廊建设,高水平建设中日韩地方发展合作示范区,加快推进中德高端装备制造产业园、中英先进制造产业园建设。牵头举办中国中东欧“17+1”地方领导人会议,精心办好第二届辽宁国际投资贸易洽谈会。 

  Enhancing the functions of the platform for open up. We will launch a new round of reform trials in Liaoning Pilot Free Trade Zone, support the synergistic development of customs supervision zones, and promote the high-quality development of development zones. We will play a more active role in China-Japan-ROK economic and trade cooperation and China-Mongolia-Russia economic corridor, build a high-level demonstration zone for local development collaboration between China, Japan and ROK, and expedite the construction of China-Germany High-end Equipment Manufacturing Industrial Park and China-UK Advanced Manufacturing Industrial Park. As the host, we will organize the Fifth China-Central and Eastern Europe Local Leaders Meeting and the Second Liaoning International Investment and Trade Fair. 

  支持外贸创新发展。培育壮大跨境电商、市场采购贸易、外贸综合服务等新业态。继续实施外贸双量增长计划。建设海外仓等服务平台,支持企业高水平走出去。畅通海陆空网四位一体国际大通道,提升中欧班列密度和效率,支持沈阳建设国家中欧班列集结中心。 

  Supporting innovation-driven development of foreign trade. We will encourage the development of business models, such as cross-border e-commerce, market procurement trade and integrated foreign trade services. We will continue to implement the plan for growing both import and export trade. We will build service platforms such as overseas warehouses and support enterprises to go global at a higher level. We will smooth the integrated international channels by sea, land and air and through internet, enhance the frequency and improve the efficiency of China-European block trains, and support Shenyang to become a national China-European block train departure center. 

  深化国内区域合作。主动对接国家重大区域发展战略,深化辽苏、京沈、沪连对口合作和东北区域合作,在产业链嵌入、供应链协同、创新链提升、人力资源交流等方面形成一批实质性成果。开展珠三角、长三角、京津冀招商引资促进周活动,招商引资实际到位资金增长8%以上。 

  Deepening regional cooperation within the country. We will take the initiative to join with major regional development strategies, and deepen paired partnership of Liaoning/Jiangsu, Beijing/Shenyang and Shanghai/Dalian as well as regional cooperation in Northeast China. We will take measures to yield tangible achievements in industrial chain integration, supply chain coordination, innovation chain enhancement, and human resource exchanges. We will organize events to attract business and investment from the Pearl River Delta, Yangtze River Delta and Beijing-Tianjin-Hebei area and ensure a more than 8% growth of the actual capital investment.

  (7) Sparing no efforts in advancing rural revitalization. We will consolidate and expand the achievements of poverty alleviation and shift the priority to rural revitalization in the work related to agriculture, rural areas and farmers. We will encourage the integrated development of urban and rural areas, enhance the quality and efficiency in agricultural production, create livable conditions for rural areas, and prosper farmers. 

  壮大乡村产业。落实藏粮于地、藏粮于技战略,守住耕地红线,保护好黑土地,新建高标准农田325万亩以上。加强种源保护和种业技术攻关,抓好水稻、玉米、蔬菜实用技术开发。改造大中型灌区,加固病险水库,建设农田水利工程。抓好生猪等畜产品生产。大力发展县域经济,推进农村三产融合,建设一批经济强县、产业强镇。精致发展农产品加工业,努力成为有余粮省份,夯实农业大省地位。 

  Strengthening rural industries. We will implement the strategy of storing food in the land through technologies, keep the red line of arable land, protect black soil, and cultivate more than 3.25 million mu of high-standard farmland. We will strengthen the protection of seed sources and seed technology research, and develop practical technologies of rice, corn and vegetables. We will improve large and medium-sized irrigation areas, reinforce dangerous reservoirs, and construct water conservancy projects for farmlands. Live pigs and other livestock products are also on our work agenda. We will vigorously develop the county economy, promote the integration of the three industries in rural areas, and foster a number of competitive economic counties and industrial towns. We will take detailed approaches in developing the processing industry of agricultural products, strive to become a province with surplus food, and consolidate the status of Liaoning as an agricultural production base. 

  推进生态宜居。建设四好农村路。实施农村饮水安全巩固提升工程。抓好新一轮农村电网改造。启动农村人居环境整治提升五年行动,强化生活垃圾和污水治理,建设美丽宜居村1000个。因地制宜、建管并重,推进农村改厕合用适用惠民心。让传统村落宜居,让乡村特色永驻,让乡村建设留得住乡愁。 

  Protecting the environment and guaranteeing sound living conditions. We will construct rural roads that are qualified in four aspects, consolidate and improve the work we have done for the safety of drinking water in rural areas, and start the new round of rural power grid transformation. We will launch a five-year action to improve the living standards in rural areas, focus on the treatment of domestic waste and sewage, and build 1,000 beautiful and convenient villages. We will improve the functions of toilets based on local conditions and place equal importance on toilet management in rural areas for the benefit of the people. We will make traditional villages convenient and comfortable, maintain rural features, and carry out rural construction projects that appeal to the people’s heart. 

  完善乡村治理。优化配置县域内公共资源,提升乡镇为农服务能力,开展乡村治理试点示范创建,提高乡村善治水平。加强农村社会主义精神文明建设,推进移风易俗,推动形成文明乡风、良好家风、淳朴民风。 

  Improving rural governance. We will optimize the allocation of public resources in counties, enhance the capability of townships to provide rural services, establish pilot projects of rural governance, and enhance the level of good governance in rural areas. We will strengthen the promotion of socialist civility in rural areas and change outdated traditions to nurture an atmosphere of civility, sound family relations and harmonious interpersonal relations. 

  促进农民增收。推进脱贫攻坚与乡村振兴有效衔接,严格落实四个不摘要求,健全防止返贫监测和帮扶机制,巩固拓展脱贫成果。做好土地承包延长政策和宅基地三权分置改革试点。深化供销社改革。扎实推进农村三变改革。壮大农村实用人才队伍。探索完善乡村振兴项目、工商资本下乡项目与农民利益联结机制,把增值收益更多留在农村、留给农民。 

  Increasing farmers’ income. We will effectively connect poverty alleviation with rural revitalization, strictly implement the four-point requirements, improve the monitoring and assistance mechanism to prevent returning to poverty, and consolidate and expand the achievements of poverty alleviation. We will conduct pilot reforms of land contract extension policy and the separation of rights in three sectors concerning homesteads. We will further reform the supply and marketing cooperatives. We will push forward the Three Rural Transformation reform. Actions will be taken to support the capacity building of a pool of professional talents in rural areas. We will explore and improve the project linkage mechanism of rural revitalization, industrial and commercial investment in rural areas and farmers’ interests, so as to leave more value-added income in rural areas and to farmers.

  (8) We will continue to pursue green and low-carbon development, practice the concept that clear waters and green mountains are invaluable assets, improve the coordination mechanism in the field of ecological civilization, and promote the overall green transformation of economic and social development. 

  开展碳排放达峰行动。科学编制并实施碳排放达峰行动方案,大力发展风电、光伏等可再生能源,支持氢能规模化应用和装备发展。建设碳交易市场,推进碳排放权市场化交易。营造林202万亩,提升森林生态系统碳汇能力。强化能耗双控管理,推进绿色化生产,我们既要把能耗增量控制住,又要把能耗存量降下来。 

  We will carry out the peak carbon emission action, scientifically formulate and implement a peak carbon emission action plan, vigorously develop renewable energy such as wind power and photovoltaics and support the large-scale application of hydrogen energy and the development of equipment. A carbon trading market will be established to promote market-based trading of carbon emission permits.  

  We will afforest 2.02 million mu to improve the carbon sink capacity of the forest ecosystem, strengthen the management of total energy consumption and intensity and promote green production, so as to control the increase in energy consumption, and reduce the stock of energy consumption at the same time. 

  深入打好污染防治攻坚战。保持方向不变、工作不松、力度不减,提升气、巩固水、治理土。开展细颗粒物和臭氧协同控制,PM2.5浓度改善到38微克/立方米以下。强化河湖长制,保障饮用水水源安全,开展辽河干支流排污口整治规范化试点,巩固城市黑臭水体整治成效。实施湾长制,加大渤海、黄海辽宁段综合防治力度,确保近岸海域水质稳定向好。开展土壤污染修复治理试点。实施三线一单分区管控,提高生态治理现代化水平。 

  We will intensify anti-pollution efforts, keep our direction unchanged, continue to improve the air quality, solidify the water, and conserve the soil. The coordinated control of fine particulate matter and ozone will be carried out to reduce PM2.5 concentration to below 38 mcg/m3. We will strengthen the long-term river and lake chief system, ensure the safety of drinking water sources, and carry out pilot projects for standardization of sewage outfalls on the trunk and tributaries of the Liaohe River, and consolidate the results of urban black and smelly waters treatment. 

  We will implement the bay chief system and increase the comprehensive prevention and control efforts in the Bohai Sea and the Yellow Sea in Liaoning to ensure stable and good water quality in the coastal waters. We will carry out pilot projects for soil pollution remediation and implement zoning control as required by the “ecological protection red line, environmental quality bottom line, resource utilization online and ecological environment access list” to improve the modernization level of ecological governance. 

  持续开展生态保护修复。实施山水林田湖草修复治理,全面推行林长制,加强生态环境整体保护、系统修复和综合治理。推进抚顺、阜新露天矿综合治理,加快资源型地区转型发展。建设绿色矿山。制定实施水资源空间均衡规划。修复河道湿地生态,强化自然保护地监管。创建辽河国家公园,倒逼产业转型、绿色发展。 

  We will continue to carry out ecological protection and restoration. We will implement the restoration and management of landscapes, forests, fields, lakes and grasses, fully put in place the forest chief system, and strengthen the overall protection, systematic restoration and comprehensive management of the ecological environment.  

  We will promote the comprehensive management of Fushun and Fuxin open-pit mines and accelerate the transformation and development of resource-based areas and build green mines.  

  We will formulate and implement a spatially balanced plan for water resources, restore river wetland ecology and strengthen supervision of nature reserves and create Liaohe National Park push industrial transformation and green development.

  (9) We will make overall plans for development and security, fulfill the mission of maintaining the “five major securities”, fully implement the overall national security concept and strategy, build a strong bottom line and security shield of development. 

  坚决扛起安全责任。做好军地资源整合需求对接,建设军民融合特色产业基地,加强边海防基础设施建设,深入实施兴边富民行动,维护国防安全。优化能源供给结构,提高能源自给率,巩固能源安全。实施产业基础再造工程,深入开展质量提升行动,坚持一链一策,提升我省34条重点产业链稳定性和竞争力,提高制造业本地配套率,做强做大产业集群,确保产业安全。 

  We will resolutely assume the responsibility for safety. We will do a good job in matching the needs of military and land resources integration, build military-civilian integrated industrial bases, strengthen the construction of border and coastal defense infrastructure, implement operations to boost the development of ethnic minority areas living in border areas, and maintain national defense security.  

  We will optimize energy supply structure, increase energy self-sufficiency rate, and consolidate the results made in energy security. We will implement industrial infrastructure reengineering projects, further carry out quality improvement actions, adhere to the “one policy for one chain”, improve the stability and competitiveness of 34 key industrial chains in our province, increase the local supporting rate of manufacturing, strengthen and expand industrial clusters, and ensure the industrial safety. 

  着力防范化解风险。标本兼治、综合施策,实施农合机构改革,推动城商行改革,确保不发生区域性风险。加强风险排查,防范化解重点企业债务风险。严禁新增政府隐性债务上项目、铺摊子。 

  We will make efforts to forestall and defuse risks. We will treat both symptoms and root causes, implement comprehensive policies, rural cooperative institutional reforms, and promote reforms of city commercial banks to keep potential regional risks at bay. 

  We will strengthen risk investigation to prevent and resolve the debt risks of key enterprises. We will refrain from launching new projects and expand the scale of projects with the implicit governmental debts. 

  加强平安辽宁法治辽宁建设。健全公共安全隐患排查整治和安全预防控制体系。强化食品药品安全监管。完善应急管理体制机制,提升应急救援能力,坚决遏制重特大安全事故。创新基层治理,提升市域治理现代化水平。加强党政军警民联管联防。推进扫黑除恶常态化,开展公安、司法行政队伍教育整顿,构建立体化信息化智能化治安防控体系,保持社会大局稳定。 

  We will strengthen the construction of safe Liaoning and build the rule of law in Liaoning. We will improve the public safety hazard investigation and remediation and safety prevention and control system, enhance food and drug safety supervision and the emergency management system and mechanism to strengthen the emergency rescue capabilities, and prevent major safety accidents. We will develop new ways of grassroots governance and further modernize municipal governance.  

  We will make greater efforts in the joint defense of the Party, government, military, police and civilians, promote the normalization of the eradication of crimes, carry out the education and rectification of the public security and judicial administrative teams, build a three-dimensional information-based and intelligent public security prevention and control system, in a bid to maintain the overall social stability.

  (10) We will elevate the level of social construction. We will pay attention to addressing people’s concerns, alleviating people’s difficulties, improving people’s quality of life, and promoting people’s common prosperity. 

  持续做好常态化疫情防控工作。坚决克服麻痹思想、松劲心态和厌倦情绪,压实四方责任,做到四早”“四集中。抓实重点人群、重点场所、重点时段、重点区域防控,做到精准管控;坚持人、物、环境同防,做到及时发现;严格闭环管理,守住风险边界,强化流调溯源,做到迅速处置,严防发生规模性输入和反弹。 

  We will continue to do a good job in normalizing epidemic prevention and control. We will remain vigilant and never slacken our efforts, make sure the “four responsibilities” are put in place, achieving early detection, reporting, quarantine, and treatment of cases, making sure the related patients, medical experts, resources are pooled in the designated facilities for treatment.  

  We will focus on the prevention and control of the targeted groups, key places, critical time periods, and major areas, and achieve precise control; adhere to the concurrent prevention of people, objects, and the environment in order to detect timely; carry out strict closed-loop management, forestall risk, and strengthen the work on epidemiological survey to achieve prompt treatment and prevent large number of imported cases and rebounds. 

  增强社会保障能力。落实省市分担机制,确保养老金按时足额发放。规范发展第三支柱养老保险。做好失业保险、工伤保险省级统筹。及时精准救助困难群众。依法根治农民工欠薪问题。健全最低工资标准调整机制,拓宽农民增收渠道,缩小城乡收入差距,让人民群众共享振兴发展成果。 

  We will enhance social security capabilities. We will implement the provincial and municipal sharing mechanism to ensure that pensions are paid on time and in full.  

  We will standardize the development of the third pillar pension insurance. We will do a good job in the provincial overall planning of unemployment insurance and on-the-job injury insurance. We will provide timely and targeted assistance to people in need and address the problem of wage arrears of migrant workers in accordance with the law.  

  We will improve the minimum wage adjustment mechanism, broaden the channels for farmers to increase income, narrow the income gap between urban and rural areas, so that the fruits of revitalization and development can be shared among the people. 

  推进社会事业进步。坚持立德树人,推进大中小学思政一体化建设。深化义务教育均衡发展和城乡一体化,稳妥实施中、高考改革。推动职业教育实用高效发展。加快高校双一流建设,推进教考分离,深化新时代教育评价改革,提高人才培养质量。拓展新时代文明实践中心建设。提高城乡公共文化服务水平,实施广播电视节目提质创优工程。做好文化遗产保护利用传承,推进长城国家文化公园(辽宁段)建设。积极备战北京冬奥会,推进三大球振兴发展,加快建设体育强省。完善疾病预防控制体系。健全公共卫生应急物资保障体系。加强乡村卫生室建设。大力发展中医药事业,推进智慧医疗,加强健康医学研究。改革职工医保个人账户,健全门诊共济保障机制,推进异地就医门诊费用直接结算。积极应对人口老龄化,健全养老服务体系。 

  We will advance social undertakings. We will be committed to fostering talents with morality as the priority, and promote the integration of ideological and political education in universities, middle schools and primary schools. We will further boost the balanced development of compulsory education and the integration of urban and rural areas, and steadily implement the reform of the high school and college entrance examination.  

  We will promote the practical and efficient development of vocational education, speed up the construction of “double first-class” in universities, promote the separation of teaching and testing, deepen the reform of education evaluation in the new era, and improve the quality of talent training.  

  We will expand the construction of a civilization practice center in the new era. We will improve the level of public cultural services in urban and rural areas, and implement projects to elevate the quality of radio and television programs. We will do a good job in the protection, utilization and inheritance of cultural heritage, and promote the construction of the Great Wall National Cultural Park (Liaoning Section).  

  We will make full preparations for the Beijing Winter Olympics, promote the revitalization and development of the Big Three of “football, basketball and volleyball”, turning Liaoning into a sports powerhouse. We will improve the disease prevention and control system and the public health emergency supplies guarantee system. We will strengthen the construction of rural clinics, vigorously develop Chinese medicine, promote smart medical care, and strengthen research on health medicine.  

  We will carry out reform on the employee medical insurance personal accounts, improve outpatient mutual aid guarantee mechanism, and improve the policy on interprovincial on-the-spot settlement of medical bills through basic medical insurance accounts. We will actively respond to the aging population and improve the elderly care service system. 

  完善退役军人保障制度。做好援藏援疆,深化民族团结进步创建活动,依法加强宗教事务管理。扎实做好外事港澳侨务、地矿、测绘、气象、档案、参事文史等工作。支持工会、共青团、妇联、残联、红十字会等群团组织更好发挥桥梁纽带作用。 

  We will improve the security system for veterans. We will do a good job in assisting Tibet and Xinjiang, deepen national unity and progress, and strengthen the management of religious affairs in accordance with the law.  

  We will achieve solid results in foreign affairs, Hong Kong, Macao and overseas Chinese affairs, geology and mining, surveying and mapping, meteorology, archives, counselors, literature and history.  

  We will support the trade unions, the Communist Youth League, the Women’s Federation, the Disabled Persons’ Federation, and the Red Cross to better play the role of bridges and bonds.

  Fellow Deputies! Comprehensive revitalization has a long way to go and requires considerable efforts and effective actions. It is therefore important for us to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core; strengthen our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Party Central Committee’s authority and its centralized, unified leadership.
