  Report on the Work of Liaoning Provincial People’s Government 

  Delivered at the Sixth Session of the 13th Liaoning Provincial People’s Congress held on January 20, 2022

Fellow Deputies, 

  On behalf of Liaoning Provincial People’s Government, I will now report to you on the work of the government. I ask for your deliberation and approval. I also ask members of Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and those invited to sit in for their comments. 

  I. A review of our work in 2021 

  2021 has been a milestone year in the history of the Communist Party of China and the People’s Republic of China, and an extraordinary year in the development of Liaoning Province. Faced with the arduous tasks of Covid-19 prevention and control, reform, development and maintaining stability, we, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core and as required by the work arrangement of the CPC Liaoning Provincial Committee, adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the 19th National Congress of the Communist Party of China and the plenary sessions of the 19th Central Committee of the Communist Party of China, fully, accurately and comprehensively implemented the new development philosophy, unswervingly committed to high-quality development, shouldered the national political missions of safeguarding defense security, food security, ecological security, energy security and industrial security, coordinated epidemic response and economic and social development, ensured both development and security, made every effort to emphasize on innovation, promote transformation and reduce risks, facilitate stable and sound economic development, and maintain overall social stability. By taking a solid first step in the implementation of the 14th Five-Year Plan, we have witnessed a new momentum of revitalization. 

  First, the economy maintained a stable and progressive trend. In the face of multiple difficulties and challenges beyond expectations, we did our best to stabilize the six fronts (finance, inbound investment, market expectations, employment, foreign trade, inbound investment and domestic investment) and guarantee the six priorities (daily living needs, smooth functioning of grassroots government, food and energy security, stability of industrial and supply chains, employment and the interests of market players). The provincial GDP was 2,758.4 billion yuan, a rise of 5.8%, the general public budget revenue was 276.47 billion yuan, a rise of 4.1%, the industrial added value above the designated scale increased by 4.6%, fixed-asset investment rose by 2.6%, the total import and export volume increased by 17.6%, the total annual retail sales of consumer goods rose by 9.2%, and consumer prices increased by 1.1%. We stepped up efforts to help businesses and made further tax and fee cuts of 16.76 billion yuan. We allocated 118.94 billion yuan of direct fiscal funds, benefiting more than 2,800 enterprises and more than 21 million people. We made every effort to ensure the stability of energy and power supply and price levels. Efforts were made to expand effective investment. Construction of Xudapu Nuclear Power Plant Phase II was started, the capacity expansion project of Shuangtaizi Gas Storage Farm was officially put into operation, Chaoyang-Linghai High-speed Railway was officially opened and put into operation, and construction of Shenyang-Changbaishan High-speed Railway and Fuxin-Naiman Expressway was started. Improvements in the quality and scale of consumption were boosted, and we continued with the series of consumer promotion activities under the Shop for All in Liaoning program. Shenyang Zhongjie Street was approved as a national demonstration pedestrian street. We successfully hosted the National On-the-spot Meeting on Rural Commercial Construction. The economy of the whole province maintained a trend of steady recovery and a growth momentum. 

  Second, risk mitigation proved to be effective. We remained mindful of worst-case scenarios, stuck to systematic concepts, improved the working mechanism, made no detours, made targeted efforts to defuse particular risks, and ensured that the local governments resolutely fulfill the political responsibility in risk disposal within their jurisdiction. By taking quick actions, slowly releasing risks and moderating expectations, we established the Provincial Financial Holding Group and Liaoshen Bank, pressed ahead with the reform of urban commercial banks and rural credit agencies. With the effective control of spread of financial risks, major results were achieved in financial reform and risk mitigation. We facilitated the judicial reorganization of Brilliance Group, actively resolved implicit government debts, and established and improved the financial guarantee mechanism in a bid to secure local governments’ spending for ensuring people’s daily living needs, payment of salaries, and normal government functioning. In line with the overall strategy of “preventing inbound infections and domestic resurgence”, we paid attention to ensuring new norm of Covid-19 control efforts in a strict and practical manner, taking strict measures to prevent clusters of infection and transmission by isolated cases. 

  Third, drivers for innovation were gathered at a faster pace. We made great efforts to do a good job in structural adjustment through transforming and upgrading “old brands”, tapping the potentials of the “original brands” and incubating “new brands”. By implementing 1,492 projects with a total investment of 676.8 billion yuan and formulating and implementing construction plans for 24 key industrial chains, we accelerated the processes of digitalizing Liaoning and making the province a major player of smart manufacturing. We promoted the digitalization campaign across industries, accelerated the construction of intelligent factories and digital workshops, and enable nearly 90,000 enterprises to make use of cloud-based big data. We strengthened the construction of digital infrastructures, built 25,000 new 5G base stations, launched the super node of Spark·Blockchain in Shenyang, and launched 16 secondary nodes of industrial Internet identity resolution. We successfully hosted the 2021 International Conference on Industrial Internet. We vigorously promoted scientific and technological innovation and implemented the Regulations of Liaoning Province on Scientific and Technological Innovation and the Regulations of Liaoning Province on Intellectual Property Rights Protection. We established 200 substantive industry-university-research institute alliances with enterprises as “leaders”, and organized and carried out 101 key scientific and technological research projects under the open competition mechanism. 38 major national and provincial science and technology programs were completed and 66 key core technological problems were resolved. We attracted 218 teams through the “project + team” action. 25 scientific research achievements won national science and technology awards, and “Nanometer-confined Catalysis” won the First Prize of the National Natural Science Award. We vigorously promoted the transformation of scientific and technological achievements within the province, established more than 4,000 new technology-based small and medium-sized enterprises, over 1,000 high-tech enterprises, 215 gazelle enterprises, 798 start-up enterprises with strong innovation ability and high growth potentials, and 137 new national-level “little giant” enterprises (small and medium-sized enterprises with high growth potentials) that apply special, sophisticated techniques to produce unique and novel products. 

  Fourth, remarkable results have been achieved through reform and opening up. The construction of a business environment characterized by convenient handling procedures, rule of law, competitive costs and sound ecological environment for living has deeply rooted in the hearts of the people. We pressed ahead with the reforms to streamline administration, delegate power, improve regulation and upgrade service, the average time spent processing government service items in the whole province was reduced by 80%. We improved service efficiency through the building of a digital government, and accelerated the improvement of provincial integrated platform for government services. 198 government service items could be processed one-stop within the province and over 75% of government services were settled via a single website. As a result, we saw the growing satisfaction of enterprises and the people. Interim and ex-post oversight was strengthened and standardized. We implement provisions on punishing serious discreditable behaviors and cracked down on illegal discreditable behaviors. Shenyang and Dalian were at the forefront of the country in terms of many indicators of business environment building. The three-year reform action of SOEs was deeply implemented, and experiment on regional comprehensive reform of state-owned assets and SOEs started across Shenyang, Liaoning Province. Reorganization between Anshan Iron & Steel and Benxi Iron & Steel proved to be a success. We supported the accelerated development of the private economy, and the number of newly registered enterprises hit 184,000, a rise of 10.9%. We made greater efforts in the joint pursuit of the Belt and Road Initiative (BRI). The Fifth China-CEEC Local Leaders’ Meeting and the 2021 Liaoning International Fair of Investment and Trade were successfully held. Liaoning Pilot Free Trade Zone was built at a high level, and the import and export businesses of the comprehensive pilot zones for cross-border e-commerce grew steadily. Jiangsu-Liaoning, Beijing-Shenyang and Shanghai-Dalian partnerships were deepened. The non-local paid-in domestic investment in Liaoning Province increased by 13.9%, and realized foreign direct investment increased by 27.1%. 

  Fifth, steady progress has been made in regional development. We strived to build a new pattern of regional development featuring One Rim, One Belt and Two Areas, and actively promoted the construction of Shenyang modern metropolitan area and the completion of Shenyang-Kangping Expressway. Construction of the Shenfu Reform and Innovation Demonstration Zone produced positive results. The Plan on High-quality Development of the Liaoning Coastal Economic Belt was approved by the State Council. We promoted port integration, realized integrated operation, and started the construction of the Taiping Bay Cooperative Innovation Zone. The industrial cooperation between Western Liaoning and Beijing, Tianjin and Hebei resulted in 110 projects with a total investment of more than 23 billion yuan. We explored the ecological protection and compensation system of the green economic zone in Eastern Liaoning, accelerated the development of green agriculture, forest economy and big health industry, and actively cultivated characteristic cultural and tourism brands. 

  Sixth, Rural Revitalization was thoroughly implemented. We promoted the effective connection between poverty alleviation and Rural Revitalization, supported 2,020 industrial projects, and laid a more solid foundation for poverty alleviation. We built 106,666 hectares of black soil protection demonstration areas, 250,000 hectares of high-standard new farmland and 6666.66 hectares of facility agriculture. Liaoning’s grain output reached 25.385 million metric tons, a record high, and the hog production capacity returned to the normal level. Rural characteristic industries were vigorously developed. We created two national modern agricultural industrial parks, four state-level agricultural modernization demonstration zones, 103 “One Village One Product” Demonstration Villages and Towns, and 1,030 new beautiful and livable villages. Development of rural tourism, leisure and health care and other industries accelerated. 

  Seventh, green development is a distinct highlight. We paid close attention to the rectification of the problems found through central inspection for ecological and environmental protection. We intensified anti-pollution efforts, and solidly implemented the environmental protection projects to preserve the blue sky, lucid water, green mountains, pure soil and the clean countryside. PM2.5 concentration was reduced to 35 mcg/m³, and the proportion of days with good air quality increased by 4.3%. The proportion of excellent surface water quality increased by 5.3%, and the proportion of offshore waters with fairly good quality was 91%. We made overall plans for the control of landscapes, forests, fields, lakes, grasslands and sand systems, completed 146,200 hectares of afforestation and 11,133.33 hectares of desertification prevention and control, and brought 58,466.66 hectares of soil erosion under control. The Plan for the Establishment of the Liaohe River National Park was approved by the National Park Administration. Construction of the flood control and improvement project of the trunk Liaohe River started, and 26 new provincial-level green mines were built. We implemented the requirements on carbon peaking and carbon neutrality, pressed ahead with the technological transformation of energy conservation in key industries such as iron and steel, nonferrous metals, petrochemical and building materials, and effectively curbed the blind development of high energy-consuming projects and projects with high emissions. The concept of green development is becoming a vivid practice of high-quality development in Liaoning. 

  Eighth, people’s livelihood and well-being were continuously improved. The 10 practical improvement targets in people’s livelihood were fully completed. We made every effort to stabilize employment, 484,000 new jobs were created in urban areas, and zero employment families were cleared in a timely manner. The per capita disposable incomes of urban and rural permanent residents increased by 6.6% and 10.1% respectively, and the growth rate of residents’ incomes was higher than that of the economy. We strived to offer education that people are satisfied with, created 63,000 new high-quality inclusive vacancies for pre-school education, earnestly implemented the policy to ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education, and ensured the smooth new reform of college entrance examination. The reform and development of vocational education was encouraged and commended by the State Council, and new achievements were made in the construction of first-class universities and disciplines of the world. Open running of regular colleges and universities, the reform of the credit system and a number of other aspects ranked among the top in the whole country. Steady progress was made in boosting public health in Liaoning and the coordinated reform in the sectors of healthcare, medical insurance and medicine, and the medical burdens of the people were gradually reduced. We focused on the establishment of 47 high-level county medical communities and 226 central township health centers, and construction of 20 demonstrative home-based and community elderly care service centers were completed. The Regulations of Liaoning Province on Urban Renewal took effect, and we renovated 1,246 old urban communities, built 13,500 sets of affordable rental housing, and renovated 13,000 dilapidated houses in rural areas. We built or renovated 7,060 kilometers of rural roads. Access to drinking water has been improved for more than 300,000 rural residents. The construction of rural roads being characterized by high standard construction, strict regulation, careful protection and smooth running   and two other tasks we accomplished were praised by the State Council in a circular upon accountability inspections. We effectively improved the social security, and the average standards of subsistence allowances in urban and rural areas increased by 4.9% and 9.9% respectively. Pensions for retirees were paid in full and on time. With the in-depth implementation of cultural projects to benefit the people, many of our literary and artistic works such as the drama Heading to the Northern Destination, the dance drama Wang Jinxi, the Spirit of Iron Man and the TV drama To Embrace the Sunglow were widely praised. Athletes represented by Liaoning Men’s Basketball Team achieved excellent results and projected an energetic image in the Tokyo Olympic Games, the National Games and the National Games for the Disabled. We did a good job in flood control and drought relief, vigorously carried out investigation and rectification of potential safety hazards in key areas such as urban gas and road transportation, did well in security and stability maintenance during major activities, and solidly built Liaoning into a province of a higher level of safety. 

  We conscientiously focused on national defense mobilization, army conscription, mutual support between civilians and the military, the border and coastal defense and civil air defense, and strengthened the services and guarantee for veterans. Extensive activities were carried out to promote mutual support between the civilians and the military. The roles of trade unions, the Communist Youth League, women’s federations, associations of industry and commerce, disabled persons’ federations and other mass organizations as bridges and links were further brought into play. The work for the elderly, charity, the Red Cross Society, caring for the next generation continued to be strengthened. New achievements were made in counterpart support, audit and supervision, statistical investigation, food and drug safety, Hong Kong, Macao and Taiwan affairs, foreign affairs and overseas Chinese affairs, press and publication, ethnic groups, religions, meteorology, earthquake, geological surveying mapping, social science research, advisory office, cultural and history research. 

  Over the past year, we upheld and strengthened the CPC’s overall leadership and resolutely fulfilled the political responsibility of the Party’s management and self-governance in the government system. We strictly followed the principles of the central Party leadership’s eight-point decision on improving work conduct and their implementation rules, and constantly tightened discipline and improved Party conduct. Carrying out activities to study the history of the CPC, we were inspired by the great power of thought from the Party’s hundred-year history. We strictly implemented the resolutions and decisions of the Liaoning Provincial People’s Congress and its Standing Committee, and submit ourselves to the oversight from the Liaoning Provincial People’s Congress and the Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference. Official processing of the 612 proposals from the Liaoning Provincial People’s Congress and the 540 proposals from the Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference were concluded on schedule. Ten key tasks for building a government ruled by law were put forward and implemented. We amended or abolished 58 government regulations, cleaned up or revised 876 administrative normative documents. The campaign of “Taking the lead and be good at implementation at all levels” was carried out to further improve the work efficiency of the government. 

  We owe our achievements to the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at the core, to the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to the correct leadership of the CPC Liaoning Provincial Committee. These achievements were made thanks to the oversight of Liaoning Provincial People’s Congress and its Standing Committee and the oversight of Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference. These achievements are also the result of the common efforts of the people of all ethnic groups in Liaoning Province. I, on behalf of Liaoning Provincial People’s Government, would like to take this opportunity to pay respect to people of all ethnic groups in Liaoning, delegates of the Liaoning Provincial People’s Congress, members of the Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference, all other political parties, federations of industry and commerce, social groups and people from all walks of life, relevant central units in Liaoning, the People’s Liberation Army, the armed police, the public security officers, and fire rescue team officers and fighters; and express my heartfelt thanks to all compatriots from Hong Kong SAR, Macao SAR and in Taiwan, as well as overseas Chinese and international friends, who care about and support the revitalization and development of Liaoning! 

  Fellow Deputies! While summing up the achievements, we are also soberly aware that there was a gap between several major economic indicators of last year and the expected targets set at the beginning of the year. This not only was a result of the impact of the Covid-19 epidemic, but also a reflection of some deep-seated contradictions and problems: downward pressure on the economy grew, industrial growth lacked sufficient momentum, effective investments were relatively small in scale, and the reserve of major projects was insufficient, consumption had not fully recovered; there were few market players and these market players were not energetic enough, and micro, small, and medium enterprises (MSMEs) were faced with growing difficulties in production and operation; business environment optimization still had a long way to go, and the building of legal and credit environment needed to be strengthened; the supporting effect of scientific and technological innovation on economic development was not obvious; the regional advantages of opening up had not been brought into full play, and the levels of opening-up and cooperation were moderate; there was still a lag in ecological and environmental protection, and pollution and carbon reduction efforts were under heavy pressure; financial risks should not be ignored, and the situation of safety production was still severe; there were still a number of weaknesses in improving people’s livelihood, and some counties were under prominent pressures when trying to ensure people’s basic wellbeing, payment of salaries, and normal government functioning; some cadres were not emancipated enough in their ideas and the transformation of working style was not in place, and there were still many problems of pointless formalities and bureaucracy in their work. We must be bold enough to face and overcome these problems, and break new ground in Liaoning’s revitalization and development in the process of reform, innovation and solving difficult problems! 

  II. Work Arrangement for 2022 

  The 20th National Congress of the Communist Party of China will be held this year, which is a major political event of the Party and the state. It is extremely important for us to do well this year. Faced with the triple pressure of contracting demand, supply shock, and weakening expectations, we have to overcome a number of difficulties and challenges when maintaining the steady and healthy development of economy in Liaoning. We must strengthen our confidence and determination, locate opportunities among crises, and seek success in difficulties. General Secretary Xi Jinping attaches great importance to and cares deeply about the revitalization and development of Liaoning, delivering a series of important speeches and making a number of important instructions on the revitalization and development of Northeast China and Liaoning. In particular, he emphasized that new breakthroughs must be achieved in comprehensive revitalization during the period of 14th Five-Year Plan. Regarding the instruction as the fundamental principle of revitalization and development, we must closely follow the goal as the practical topic. The Party Central Committee and the State Council have issued a series of policies and measures to stabilize growth, which provides us with new opportunities to overcome difficulties and seek development. Located in the golden latitude belt, Liaoning enjoys geographical advantages with its developed land and sea transport routes, and has strong supporting capabilities in resources, science and education, talents and infrastructures. This is an important foundation for us to achieve new breakthroughs. Under the strong leadership of CPC Liaoning Provincial Committee, our province’s political ecology has been continuously turning better in recent years, the business environment has been continuously optimized, old growth engines have been quickly replaced by new ones, and the cadres and the masses are all making their best efforts for promoting and realizing revitalization. This is the source of our greatest confidence for us to succeed in the future. We, bearing in mind the instructions of General Secretary Xi Jinping, being grateful to the attention paid by the Party Central Committee and the State Council, will abide by the goals set by the 13th Congress of CPC Liaoning Provincial Committee, endeavor to emancipate our minds, forge ahead to reform and innovate, keep up with the times in for the purpose of turning the grand blueprint for comprehensive revitalization drawn by General Secretary Xi Jinping into beautiful reality. 

  The overall requirements of this year’s government work are: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, we fully implement the guiding principles of the 19th National Congress of the Communist Party of China and the plenary sessions of the 19th Central Committee of the Communist Party of China, champion the great founding spirit of the Party, thoroughly implement and study the spirits of General Secretary Xi Jinping’s important speeches and instructions on the revitalization and development of Northeast China and Liaoning, conscientiously implement the spirit of the Central Economic Work Conference, and implement the arrangements and requirements of the 13th Congress of the CPC Liaoning Provincial Committee and the Second Plenary Session of the 13th CPC Liaoning Provincial Committee (the Economic Work Conference of CPC Liaoning Provincial Committee). We should adhere to general principle of seeking progress while keeping performance stable, completely, accurately and fully implement the new development philosophy, serve and integrate into the new development pattern, comprehensively deepen reform and opening up, adhere to innovation-driven development, facilitate high-quality development, insist on the supply-side structural reform as the main line, make overall plan for epidemic prevention and control and economic development, ensure better coordination in pursuing development and upholding security, fulfill the political mission of safeguarding defense security, food security, ecological security, energy security and industrial security, focus on shoring up the Four Shortcomings in mechanisms and institutions, economic structure, opening up and cooperation, and views and values, complete the Six Key Tasks listed in the annual Central Economic Work Conference with tangible results, continue to ensure stability on six fronts and maintain security in six key areas, continue to improve people’s livelihood, keep major economic indicators within desired range, maintain social harmony and stability. Therefore, we can make outstanding achievements to celebrate the convening of the 20th National Congress of the Communist Party of China. 

  The main indicators of economic and social development in Liaoning this year are: regional GDP growth by more than 5.5%; general public budget revenue growth by about 4%; added value growth of industries above the designated scale by more than 6%; grain output remaining stable at about 24 million metric tons; fixed asset investment growth by about 10%; total retail sales of consumer goods growth by about 8%; total imports and exports growth by about 6%; creating more than 450,000 urban jobs, with surveyed urban unemployment rate below 5.5%; consumer prices rising by about 3%; growth in personal income is basically in step with economic growth; continued improvement in ecological and environmental quality; the targeted intensity of energy consumption should be taken into overall consideration during the 14th Five-Year Plan period, and new renewable energy and energy used as a feedstock should not be included in total energy consumption control. 

  The above indicators reflect the requirements for new breakthroughs in comprehensive revitalization during the 14th Five-Year Plan period, while being compatible with the average growth rates in the past two years, which means we not only face up to the complex and severe situations, but also take into consideration the sound and effective implementation of macro policies. We should strive for better results in practical work. 

  To do a good job this year, we should focus on the following points. First, we should fully, accurately and comprehensively implement the entire new development philosophy. By consciously regarding the new development philosophy as the political position and value orientation of development, we should unswervingly facilitate high-quality development, withstand the pains of transformation, overcome path dependence, pay attention to the grade of development, maintain strategic concentration, strengthen expectation management, and accelerate the quality, efficiency and engine changes of economic development. Second, we should be committed to a people-centered development philosophy. We should stick to the Party’s fundamental purpose, take the people’s yearning for a better life as our goal, unswervingly follow the path of common prosperity, promote social equity, improve people’s well-being, and enable people to share the fruits of revitalization and development. Third, we should pursue progress while ensuring stable performance. By focusing on the overall situation of steady growth, we should accurately implement sound and effective macro policies, coordinate all work to maintain stable growth, make structural adjustments, promote reform and guard against risk, make and then break and promote new progress in all work by pursue progress while ensuring stable performance. Fourth, we should actively provide services and integrate into the new development pattern. By closely following the main line of deepening the supply-side structural reform, taking optimization of the business environment as the strategic basis, building the strategic layout based on the regional development pattern of “One Rim, One Belt and Two Areas”, doing a good job in structural adjustment through transforming and upgrading “old brands”, tapping the potentials of the “original brands” and incubating “new brands” and building Liaoning into a strong digital province as the strategic starting point, we should constantly strengthen the ability to safeguard defense security, energy security, industrial security, food security and ecological security, create an important link between domestic and international circulations, and form a strong support for major national strategies. Fifth, we should have the courage to fight and be good at fighting. While adhering to problem, goal and result orientation, we should face up to problems and contradictions without detour. We should make up for objective deficiencies with subjective efforts, and strive to usher in a new phase of Liaoning’s all-round revitalization with the courage of grasping the thorny issues, being courageous to overcome difficulties, ambitious to be the first. 

  This year, we should focus on the following ten assignments: 

  (1) Going all out to maintain stable growth and ensure that the economy operates within a reasonable range. We should consciously shoulder the political responsibility of stabilizing the basic economic situation, accurately grasp the policy orientation, and ensure the improvement of quality and progress based on “stability”. 

  Paying close attention to the implementation of macro policies with tangible results. By seizing opportunities, planning in advance and accurate match-up, we should ensure that the policy effects are better and faster transmitted to the communities, enterprises and projects. Efforts should be made to ensure the intensity of financial expenditures, give priority to key projects, and increase support in municipal pipe networks, transformation of old residential areas, water conservancy projects, transportation and energy, industrial upgrading, livelihood projects and other fields. We should strengthen targeted assistance to enterprises, make every effort to stabilize the three major industries of equipment manufacturing, petrochemicals and metallurgy, and pay close attention to the support of key elements, industrial chain supply and market development. We will implement stronger combined tax and fee reduction policies, and increase support for MSMEs, individual industrial and commercial households, manufacturing and risk resolution. We will continue to optimize the financial ecological environment, guide financial institutions to increase credit, and improve the availability and convenience of financing for MSMEs. We should implement the five-year plan of doubling the number of listed enterprises and support the listing and financing of "specialized, special and new" enterprises. 

  Doing everything possible to expand effective investment. By adhering to the national political missions of safeguarding defense security, energy security, industrial security, food security and ecological security, the strategic basis of expanding domestic demand and the main line of deepening supply-side structural reform, we may organically combine them together for a common goal, accelerate the planning of high-quality project groups with a sense of the times, and promote the steady improvement in quality and the reasonable growth in quantity of the economy with the construction of high-quality projects. We will invest in infrastructures ahead of schedule appropriately, speed up the construction of Hongyanhe Nuclear Power Plant, Xudapu Nuclear Power Plant and Shenyang-Changbaishan High-speed Railway, start the reconstruction and expansion project of Suizhong-Panjin section of Beijing-Harbin Expressway, Benxi-Huanren (Kuandian) Expressway and the Lingyuan-Suizhong Expressway, build and transform 2,200 kilometers of national and provincial trunk roads, and accelerate the preliminary work such as No. 2 Runway of Shenyang Airport, the new Dalian Airport and the “Water Diversion and Supply Project from the Dayang River into Dalian”. We will start the fine chemical and raw material engineering project of China North Industries Group, accelerate the preliminary work progress of SK Hynix’s NVM and the green and low-carbon upgrading of Bayuquan Base of Anshan Iron & Steel, and do a good job in the relocation and transformation of Dalian Petrochemical, partial relocation and transformation of AVIC Shenyang Aircraft and the construction of Shenyang Aerospace Power Industrial Park, in a bid to increase the technological transformation of equipment manufacturing, petrochemical and metallurgy industries. We will pay close attention to investment promotion, deepen investment promotion through businesses and industrial chains, do well in door-to-door investment promotion, and vigorously carry out activities including investment promotion weeks of the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, and the Beijing-Tianjin-Hebei Urban Agglomeration and ensure a more than 10% growth of the actual capital investment. 

  Promoting consumption expansion and upgrading. We will carry out a series of activities to promote consumption across the whole province, promote new energy vehicle consumption, and carry out green smart appliances going to the countryside and trading-in home appliances for new ones. We will boost the consumption on catering and accommodation, medical and health care, culture, tourism, sports, elderly care, housekeeping and other services. The development of live video streaming and platform economy will be standardized. We will support the transformation and upgrading of local commercial pedestrian streets and night consumption clusters, improve community commercial supporting facilities, and implement the construction of county commercial systems. We will further implement the quality strategy and carry out quality improvement actions. Efforts will be made to revitalize old brands of consumer goods. We will promote the high-quality development of red tourism, eco-tourism, coastal tourism, winter tourism and hot spring tourism, and build internationally famous tourism destinations. 

  Promoting steady volume and quality improvement in foreign trade. By seizing the opportunity of the RCEP’s implementation, we should guide enterprises to expand new space for foreign trade by making good use of such rules as zero tariff and cumulation of origin. Efforts will be made to improve the energy efficiencies of platforms such as foreign trade transformation and upgrading bases and comprehensive bonded zones, and new forms of foreign trade such as cross-border e-commerce, market procurement trade, overseas warehouse and bonded maintenance will be vigorously developed. Efforts will be made to develop the pilot project for innovative development of trade in services in Dalian. We will also optimize the import and export structure and promote industrial transformation and upgrading. 

  (2) Unswervingly implementing reforms and constantly optimizing the business environment. Focusing on the requirements on marketization, rule of law and internationalization, we will focus on creating a business environment characterized by convenience in handling affairs, good rule of law, strong cost competitiveness and comfortable livelihood. We should start with small problems and minor scenarios and make continuous breakthroughs, and effectively improve the sense of gain of the people and the market subjects. 

  Comprehensively strengthening the construction of the legal environment and the credit environment, consciously solving problems by resorting to the concepts and methods of rule of law, and equally protecting the property rights and legitimate rights and interests of all types of market subjects according to law. We will intensify joint punishment for dishonesty and effectively curb malicious arrears and evasion of debts. Governments at all levels must strictly honor their commitments, strictly prohibit breaking promises, and consciously be firm practitioners and defenders of honesty and trustworthiness. 

  Deepening the reforms to streamline administration, delegate power, improve regulation and upgrade service. The reform of separating operating permits from business licenses will be comprehensively rolled out, especially cutting back on the permits now required once a business license is issued. We will complete the list of administrative licensing matters at the provincial, municipal and county levels. We will implement the system for deregistering MSMEs with simplified procedures and smoothen the access, permit and exit channels. We will promote the reform of the whole process, coverage and elements of approvals for engineering construction projects, and implement an “acceptance of the incomplete application material + notification-promise” system. We will promote the full application and mutual recognition of electronic licenses and electronic signatures. Interim and ex-post supervision will be strengthened, and “two random selections and one disclosure to the public”, “internet + supervision” and credit supervision will be strengthened so as to ensure fair competition by fair supervision. We will explore and implement the application-free reform for enterprise, so that all the enterprises may enjoy all the preferential treatments as much as possible. 

  Speeding up the building of a digital government. We will push the reform with the building of a digital government, optimize the government processes, promote business collaboration and improve the efficiency of government affairs. We will build an integrated data resource management and application supporting system, focus on efficient handling of matters by submitting materials once and for all, and accelerate the promotion of the “one-for-all” integrated online services. We will comprehensively improve the application of provincial integrated government service platform and “Liaoshitong”, and realize online, cellphone application with the need for only one application process in handling the matters on the list of high-frequency government services. We will facilitate “unified management with one network” in provincial governance, and improve the level of intelligent governance such as emergency management and food and drug supervision. We will drive the open sharing of data resources through “collaboration within one network”, build an integrated collaborative office platform, and further promote collaboration and linkage in crossing the departments, the levels and regions. 

  Sparing no effort to stimulate the vitality of market players. We will focus on the concerns of market players and improve the quality of services related to enterprises. Governments at all levels and various departments should take the initiative to call on enterprises and project sites, so as to fully serve the development of enterprises, help them solve practical difficulties, strive to build a close relationship with them which is characterized by friendliness and cleanliness. We will complete the three-year reform of SOEs and solidly promote the comprehensive reform experiment of regional state-owned assets and SOEs in Shenyang, Liaoning Province. We will promote the layout optimization and structural adjustment of state-owned assets and SOEs, reduce the management levels and the number of legal persons, comprehensively implement the tenure system and contractual management among management members, and improve SOEs’ healthiness, quality and efficiency. We will promote the reform of mixed ownership according to the actual situations of SOEs. We will deepen the strategic partnerships between central and local SOEs and support the transformation and upgrading of central enterprises in Liaoning. We will implement the plan to cultivate market players in the private economy and promote the healthy development of the non-public economy and the healthy growth of people in the non-public economy. We will clean up unreasonable restrictions in government procurement, bidding and other fields, strictly control enterprise related charges, and continue to reduce institutional transaction costs. We will strengthen anti-monopoly and anti-unfairness in competition, effectively exercise supervision according to law, and support and guide the standardized and healthy development of capitals. We will support Yingkou to set an example for the whole province in the development of its private economy. We will upholding entrepreneurship, guide enterprises to operate legally, and taking the initiative to assume social responsibility. We will protect the legitimate rights and interests of enterprises. Therefore, we will enable the emerging market entities to be developed and prosperous in Liaoning at an earlier time.  

  (3) Persevering in strengthening innovation and replacing old growth drivers with new ones at a faster pace. We will maintain the core position of innovation in the overall revitalization and development, strive to create a regional scientific and technological innovation center with national influence, and fully activate the first driving force of scientific and technological innovation. 

  Cultivating and expanding main bodies of innovation. We will accelerate the establishment of a scientific and technological innovation system with enterprises as the main bodies, allow additional tax deductions for R&D spending and subsidies after R&D investment, so as to stimulate the innovation vitality of enterprises. We will thoroughly implement the cultivation plan for science and technology enterprises, so as to have 4,000 science and technology-based SMEs and 1,500 high-tech enterprises. Focusing on the market demand, we will establish 200 new substantive industry-university-research alliances and 600 upgraded alliances, and start 200 projects led by the executives selected through open competition mechanism. We will build hub technology trading market from a high starting point, and transform more than 4,000 scientific and technological achievements within the province. 

  Enhancing the level of the innovation platforms. We will seize the opportunity of the restructuring of national key laboratories and promote the construction of major innovation platforms such as the materials laboratory, the intelligent manufacturing laboratory, the fine chemistry and catalysis laboratory and the national robot innovation center. We will strive for large scientific devices to settle in Liaoning. With enterprises as the main bodies, we support the building of 20 new pilot scale bases such as the Panjin fine chemical industry pilot-scale center and the Jinzhou Songshanhu new materials pilot-scale center. We will build the Shenyang Hunnan Technology City and the Dalian Yinggeshi Technology Center city with high standards, and upgrade Shenyang and Dalian Independent Innovation Demonstration Zones. We will support large, medium and small-sized enterprises in the industrial chain to build common technology platforms for integrated innovation and development. 

  Stimulating the vitality of innovative talents. We will thoroughly implement the strategic talent strategy of the province in the new era and create a good environment for recognizing, favoring, respecting and using talents. We will upgrade and implement the Liaoning Talent Initiative to cultivate, introduce and make good use of talents in an all-round way. The flexible talent introduction systems and mechanisms will be deepened, and the “project + team” action will be continued to introduce 100 teams of high-level talents. We will strengthen the gradient cultivation of talents, optimize the reward and subsidy policies for talent innovation and entrepreneurship, cultivate 50 new scientific and technological leading talents and 50,000 highly-skilled talents, and establish a reserve of young and middle-aged scientific and technological talents. We will carry forward the spirits of model workers, labor and craftsmanship, cultivate a number of national and provincial level craftsmen, and build a major province of skilled workers. 

  Creating a favorable environment for innovation. We will implement a three-year action to tackle key problems in the reform of the scientific and technological system, and give scientific research institutions and researchers greater decision-making powers over technological routes and autonomy in the use of people and properties. Protection of the whole chains of intellectual property rights will be strengthened, more investment will be made through provincial industrial (entrepreneurship) investment guidance funds, and the roles of incubators and maker spaces will be brought into better play. We will vigorously carry forward the spirit of scientists and lead the society to respect talents and advocate innovation. 

  (4) Implementing targeted policies and striving to seek optimized development by doing a good job in structural adjustment through transforming and upgrading “old brands”, tapping the potentials of the “original brands” and incubating “new brands”. We will formulate and implement a three-year action plan in a bid to lead the overall revitalization with industrial revitalization, build a modern industrial system, and speed up the building of a digital Liaoning and making the province a major player of smart manufacturing. 

  Strengthening and expanding industrial clusters. We will consolidate Liaoning’s basic advantages, focus on transformation and upgrading, and accelerate the construction of three trillion yuan-level advanced equipment manufacturing bases with international competitiveness, a world-class petrochemical and fine chemical base and a world-class metallurgical new material base. Our support will focus on industries such as CNC machine tools, aviation equipment, shipbuilding and marine equipment, rail transit equipment and intensive magnesite processing. These industries will develop into 100 billion yuan-level industrial clusters with obvious market competitive advantages. Support will be given to strategic emerging industrial clusters such as integrated circuit equipment, energy conservation and environmental protection, new energy vehicles, biomedicine and artificial intelligence. We will focus on improving the local matching rate of leading enterprises, and we will implement a number of key projects to extend, supplement and strengthen the industry chains. We will establish a working mechanism of bases, industrial clusters and industry chains in which the provincial government is responsible for overall management and local governments at city and county levels serve as drivers. We will improve the supporting facilities of industrial parks, promote the supply of standard land for industrial projects, and ensure the intensive utilization of resources and the efficient implementation of projects. 

  Vigorously developing the digital economy. We will steadily and orderly carry out construction on 5G and other new infrastructures, cultivate more than 50 provincial industrial Internet platforms, and support the building of Shenyang into a “Double Gigabit” City. We will further implement the intelligent upgrading project, promote industrial digital application scenarios, and build a number of intelligent factories and digital workshops. Efforts will be made to accelerate the development of artificial intelligence, new generation mobile communication and other industries, and support Shenyang and Dalian to compete for famous software cities in China. Construction of smart cities will be sped up. With digital technology, we will promote the transformation and upgrading of the service industry and carry out the application of smart agriculture. The development of digital economy will be standardized to create an open, healthy and safe digital environment. 

  Implementing industrial infrastructure reengineering projects. We will strengthen the collaborative research and development of innovation subjects, promote projects that strengthen the industrial base, achieve breakthroughs in a number of key and core technologies and develop a number of major innovative products in the fields of new materials, fine chemicals and high-end equipment manufacturing. Importance will be attached to the inheritance and development of traditional basic crafts. We will support the first sets of equipment, the first batch of materials and the promotion and application of the first version of software. We will promote SMEs to become top-notch, specialized and innovation-driven enterprises and promote the integrated development of large, medium and small-sized enterprises. 

  Advancing the integrated development of manufacturing and service industries. We will focus on the development of high-tech service industries such as industrial R&D, engineering design, industrial software development and application, inspection and testing, and cultivate and identify 30 new provincial demonstrative service-oriented manufacturing enterprises and 10 provincial industrial design centers. Integration between service and manufacturing industries will be encouraged to develop personalized customized and flexible production. We will vigorously develop headquarters economy and exhibition economy, and support Dalian Commodity Exchange to develop futures varieties such as container capacity. We will also strengthen the construction of the production service-oriented national logistics hub in Shenyang, the port-based national logistics hub in Dalian, and the national backbone cold chain logistics base in Yingkou. 

  (5) Strengthening coordination through a holistic and balanced approach to ensure tangible results from the One Rim, One Belt and Two Areas strategy. We will develop and implement a three-year action plan, innovate the working mechanism, support the mechanism to further take effect, and consolidate the leading role of Shenyang and Dalian as core cities to create a new pattern of high-quality regional development. 

  Expediting the development of Shenyang modern metropolitan area. We will support Shenyang to become a national central city, accelerate the process to develop as “one hub and four centers”, turn into an incubator of new industries, and drive and pace up the metropolitan area to transform into a new-type industrialization demonstration area and a primary growth driver for the revitalization and development of Northeast China. We will work to help the metropolitan area achieve infrastructure interconnection, coordination in a well-structured industrial layout, efficient provision of integrated public services, and joint cultivation and sharing of ecological civilization. We will apply strict standards to control the boundary of urban development and keep adequate free space in order to develop low-carbon, smart and ecological environment in the future. We will support Anshan to establish industrial bases of iron and steel and magnesia new materials, and support Liaoyang to establish the base for fine and deep processing of metal materials. We will encourage Shenfu Reform and Innovation Demonstration Zone to launch pilot programs so as to yield more institutional innovation results. Actions will be taken to speed up urban integration in Shenyang and Fushun. 

  Vigorously promoting the high-quality development of the coastal economic belt with Dalian as the leader. We will support Dalian to become a major marine city in Northeast Asia and strengthen the institutional opening up. We will lead the Coastal Economic Belt of Liaoning to accelerate the construction of a pilot area for industrial structure optimization and a pilot area for economic and social development, and make every effort to build a new highland of opening up and cooperation for Northeast Asia. We will promote pilot programs of single-order multimodal transport, improve modern service in such areas as shipping finance and logistics, and accelerate the establishment of a major international shipping center in Northeast Asia. We will strengthen industrial division of labor and collaboration among the six coastal cities, further develop advantageous industrial clusters, such as the fine chemical industry, shipping and ocean engineering equipment, make the six cities become major players in such industries, expedite the establishment of a national aquafarm demonstration zone, and vigorously develop the marine economy. Efforts will be made to facilitate the construction of Jinpu New Area, Taiping Bay Cooperation and Innovation Zone and Liaohe Delta High Quality Development Pilot Zone. We will support Dandong to seek innovative development of foreign trade and economy, and support Jinzhou to transform into a regional central city. 

  Establishing a pioneer area for the integration of western Liaoning into the Beijing-Tianjin-Hebei coordinated development. We will make use of the geographical advantage, strengthen the link among channels, industries, platforms and markets, create clusters for industrial cooperation in equipment manufacturing, agricultural products processing, and high-tech industries, and thus create a western gateway and a new growth driver for opening up and cooperation in Liaoning. We will support Fuxin to become a national demonstration city of resource-based city transformation and of comprehensive energy innovation, support Chaoyang and Huludao to build clean energy industrial bases, and support Huludao to establish the Dongdaihe “Project + Team” Talent Attraction Center. 

  Developing green economic belt with high standards in Eastern Liaoning. We will strengthen the development of key ecological function areas, explore the establishment of a mechanism for realizing the value of ecological products, increase ecological compensation, and design a green performance assessment scheme. We will vigorously develop green industries such as modern Chinese medicine, forest economy, and well-being and health care, and support Benxi to develop biomedical industry. We will continue to protect lucid water and lush mountains, and explore paths to achieve the goal that clean waters and green mountains are invaluable assets. 

  Vigorously developing the county economy. We will grant greater decision-making power to counties, increase resource input, strengthen public facilities and services in counties, and promote industrial clustering, population concentration, and functional integration. We will accelerate the development of towns with special industries, support the construction of central towns, and promote the integrated development of urban and rural areas. We will develop “enclave economy”, improve the benefit-sharing mechanism, and build industrial parks with multiple parties. We will push forward the program of “one county, one industry”, strive to cultivate a batch of counties competitive in agriculture, manufacturing, trade, and culture and tourism, shore up the weak links of county economy as soon as possible, and enhance the basis of high-quality development in Liaoning. 

  (6) Painstakingly consolidating the foundation and steadily promoting rural revitalization. We will insist on putting agriculture and rural areas higher on the development agenda, consolidating and expanding the fruits of poverty alleviation, which will be effectively linked with rural revitalization. We take increasing farmers’ income as the core, adjust and optimize the agricultural structure, and make Liaoning a major province in agricultural development. 

  Fulfilling the arduous task of safeguarding food security. We will carry out the strategy of storing food in the land through technologies, implement strict measures to protect arable land, resolutely stop any attempt to use it for purposes other than agriculture and specifically grain production, cultivate 260,000 hectares of high-standard farmland, and launch programs to protect 666,666 hectares of black soil land by type. The planting area of oil crops, such as soybean, will be expanded. We will strengthen the protection and utilization of germplasm resources, carry out joint research on improved varieties, and actively strive to create the innovation center of northern non-glutinous rice. Actions will be taken to upgrade large and medium-sized irrigation areas to conserve water and remove risks of dilapidated reservoirs by consolidation. Agricultural mechanization will be improved. 

  Expediting the revitalization of rural industries. We will support farming and breeding with local features, increase the area of facility agriculture by 100,000 mu, vigorously develop high-quality fisheries, regulate live pig production capacity, and expand the scale of cattle and sheep breeding. We will cultivate a number of leading enterprises in agriculture industrialization and clusters of agricultural products processing, and focus on tapping the potential of industrial chains in targeted areas such as grain and oil, livestock and poultry, aquatic products, fruits and vegetables, feed and quality herbs. We will accelerate the development of rural tourism, and promote the integration of the three industries in rural areas. We will support Tieling to become a whole-area national agricultural modernization demonstration zone, and promote the building of northeastern grain distribution and fine and deep processing bases in Jinzhou, Yingkou and Panjin. 

  Continuously deepening rural reform. We will make efforts to carry out the pilot program of the second round of 30-year extension for expired land contracts, conduct pilot reform programs on separation of rights of ownership, contract and management concerning rural homesteads, and promote the transfer of land management rights. The reform of collective forestry rights system will be deepened, and the village collective economy will be geared up. We will support the high-quality development of new-type agricultural business entities, and further match farmers’ interests with projects of rural revitalization and those with industrial and commercial capital in rural areas, so that farmers can share more of the value-added benefits of the industries. 

  Pushing forward rural construction. The formulation of village layout plan and construction plan will be sped up. We will take the five-year action to improve the rural living environment, improve the rural toilet renovation model and operation and maintenance mechanism, and launch projects to treat rural living garbage and sewage treatment and construct water supply facilities according to local conditions. Continuous efforts will be made to upgrade rural power grids. We will create more than 1,000 beautiful and comfortable villages and select pilot counties to pursue sound water conservancy environment. 

  (7) Pursuing a higher level of openness and creating new high ground for opening up and cooperation. We will further integrate into the joint development of the Belt and Road Initiative, coordinate investment, trade, and the construction of channels and platforms, and accelerate the construction of economic and trade cooperation center in Northeast Asia. 

  Making better use of the land and sea channels. We will support Dalian port to become an international pivotal port and support Shenyang to build a hub for China-Europe block trains. We will promote sea-rail-highway-air multimodal transport and construct land-sea corridors so as to provide more convenient and efficient services for transporting domestic goods and those from Japan and ROK northward and westward to countries and regions in Europe through Liaoning. The number of China-Europe block trains will increase by more than 10%. We will further participate in the development of China-Mongolia-Russia economic corridor, and encourage enterprises to “go global”. We will further promote the application of “single window” in international trade. 

  Enhancing the capacity of the open platform. We will take advantage of Liaoning Free Trade Pilot Zone and further summarize more original, groundbreaking and innovative experiences. We will promote the high-quality development of Sino-Japanese (Dalian) Local Development Cooperation Demonstration Zone. We will expedite the construction of economic development zones, bonded areas and cross-border e-commerce pilot zones. Efforts will be made to turn Liaoning into a cross-strait industrial cooperation zone. We will host major events, including International Conference on Industrial Internet, China International Equipment Manufacturing Exposition, and Liaoning International Investment and Trade Fair. 

  Strengthening regional cooperation. We will proactively seek opportunities from China’s major regional development strategies in the Beijing-Tianjin-Hebei region, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area, deepen the Jiangsu-Liaoning, Beijing-Shenyang, and Shanghai-Dalian paired-up cooperation, and promote joint scientific and technological research, integrated industrial development, and co-construction and co-management of industrial parks. We will work to improve the collaboration mechanism between Liaoning, Heilongjiang, Jilin and Inner Mongolia, push forward the construction of cross-provincial channels, and jointly build a green economic belt in the eastern part of Northeast China and an ecological economic belt in the western part of Northeast China.  

  (8) Making continuous efforts to improve ecological environment, and promoting green and low-carbon development. We will firmly adhere to and practice the philosophy of green development, and expedite the overall green transformation of economic and social development. 

  Promoting the peak carbon emissions and carbon neutrality in an orderly manner. We will advance peak carbon emissions in industries of power generation, iron and steel, non-ferrous metal, building materials, and petrochemicals, and resolutely prevent one-size-fits-all and campaign style reduction approaches. We will promote the clean and efficient use of coal, vigorously develop new energy sources such as hydrogen power, speed up the construction of new-type power systems, optimize the energy supply structure, ensure adequate energy supply, and focus on transforming Liaoning into a leader of clean energy development. We will resolutely curb the blind development of projects with high energy consumption and pollution, and phase out backward production capacity and address excess capacity according to law. A number of energy-saving, pollution-reducing and carbon-cutting upgrading projects will be launched. We will push on clean heating in urban and rural areas, promote green and smart public transport urban areas, and enhance the supporting capacity of charging and switching infrastructure. 

  Carrying forward the campaign against pollution. We will carry forward the results of atmospheric environment protection, with key tasks of eliminating heavy polluted weather, and preventing and controlling ozone pollution and diesel truck pollution. We will strengthen the river and lake chief system, maintain the results of treatment of black and malodorous water bodies in built-up areas of prefecture-level cities, and carry out investigation and treatment of such water bodies in built-up areas of county-level cities. We will focus on treating key sewage outfalls of trunk and tributaries of the Liaohe River to ensure that the water quality of river cross-sections will reach the national assessment standards. We will implement the “bay chief system”, maintain the results of comprehensive treatment of the Bohai Sea (Liaoning section), carry out the Yellow Sea (Liaoning section) treatment program, and conduct marine ecological protection and restoration projects to ensure good water quality in near-shore waters. We will deepen soil pollution prevention and safe use of agricultural land, and strengthen the comprehensive management of agricultural surface pollution. We will resolutely rectify the problems found in the central ecological and environmental protection inspection action. We will control pollution through targeted, scientific and law-based methods to make the sky bluer, mountains lusher, water clearer, and the environment more beautiful. 

  Strengthening the comprehensive treatment of ecological environment. We will accelerate the implementation of the integrated protection and restoration project of mountains, rivers, forests, farmlands, lakes, grasses and sands in the Liaohe River-Hunhe River-Taizi River basin, and step up efforts to strengthen wind and sand control and soil fixation in northwestern Liaoning, and set up an ecological barrier in the mountainous areas of Eastern Liaoning. The biodiversity protection project will be implemented. We will fully implement the forest chief system, strive to become a pilot and demonstration province for scientific greening, plant 86,666.66 hectares of forests, prevent and control desertification by 17,333.33 hectares. We will expedite the upgrading of flood prevention capacity of the trunk of the Liaohe River, maintain the results of closed cultivation of shoal area, and cooperate to create Liaohe River National Park. We will further protect drinking water sources such as Dahuofang Reservoir and promote the construction of water network. We will continue the rigid constraint of water resources, and continue to limit groundwater exploitation, so as to create a water-saving society. We will carry out a three-year action to build green mines, and treat 2,000 hectares of leftover and dilapidated mines through ecological restoration. We will support comprehensive management and integrated utilization of open pits in Fushun and Fuxin. We will strengthen the application of the ecological protection red line, the environmental quality bottom line, the resource utilization online and the ecological environment access list” to safeguard ecological and environmental security. 

  (9) Devoting every effort to ensure people’s livelihood, and promote common prosperity. We will insist on putting people’s first, and gradually improve the capability of ensuring livelihood, so as to create better lives with joint efforts. 

  Prioritizing the work on employment. We will implement the policy of easing the burden, and stabilizing and expanding employment, strengthen the policy support on employment and entrepreneurship for college graduates and the younger generation, increase the employment assistance to ex-servicemen, migrant workers, people with disabilities and those with financial difficulties in urban areas, and ensure dynamic zero case of zero-employment families. We will improve policies of flexible employment and social security. We will strengthen the skills training of migrant workers and ensure the timely and full payment of their wages. We will implement the “Liaoning Technician” initiative, build a number of incubation, internship and training bases with high standards, and promote higher employment in terms of quantity and quality. 

  Striving to improve people’s quality of life. We will coordinate and integrate with the national basic pension insurance system, and ensure that pensions are paid in full and on time. We will steadily push forward the implementation of the provincial coordination system of unemployment insurance. Efforts will be made to improve the mechanism for reasonable wage increases, improve the factor-based distribution system, raise the basic living standards of the impoverished and households enjoying the minimum social security, and increase the income of low-income groups. We will reform the outpatient mutual aid guarantee mechanism for employees under the medical insurance system, establish and improve the medical insurance and assistance system for serious diseases, and expand the scope of centralized and large-scale procurement of drugs and medical consumables. We will adhere to the principle that houses are for living, not for speculation, and promote the virtuous and healthy development of the real estate industry with tailored policies for different cities. We will construct 32,000 sets of affordable rental houses. Efforts will be made to set up pilot areas for urban renewal, and renovate 1,000 dilapidated neighborhoods. We will support Shenyang to be positioned as a pilot city of urban renewal. We will double the efforts to enhance the civility of cities and strive to cultivate model cities in the country. We will actively cope with the aging population, improve basic elderly services at home and in the community, promote smart elderly health care, and increase the supply of combined medical and health services. The childbirth policy will be improved to provide active support and effectively reduce the burden of childbirth and parenting of families. 

  Vigorously developing social undertakings. We will implement the fundamental task of fostering character and civic virtue, promote integrated social and political education courses from primary schools to middle schools and to higher learning institutions, and establish a comprehensive education system nurturing socialist builders and successors with an all-round moral, intellectual, physical and aesthetic grounding, in addition to a hard-working spirit. Quality and inclusive preschool education will be promoted. We will deepen the reform focusing on compulsory education groups and resolutely promote the “double reduction” assignment. The capability of general senior high schools in counties will be improved. We will further support vocational education in the whole province under the partnership with the ministry. We will adjust and optimize the structure of academic disciplines, cultivate first-class universities and first-class disciplines by category, and tap the inner potential of higher education. We will carry out the “Healthy Liaoning” campaign, deepen the coordination among medical care, health insurance and medicine, support the construction of national and provincial medical centers, accelerate the process to make Liaoning competitive in traditional Chinese medicine, facilitate the high-quality development of public hospitals, and strengthen the establishment of public health emergency response systems and work on mental health. Aimed at making Liaoning a leader in cultural development, we will deepen the reform of cultural institutions and state-owned cultural enterprises and optimize the structure of the cultural industry. We will promote the construction of the Great Wall National Cultural Park (Liaoning Section), and further study the social civilization evolution process of the Hongshan Culture. We will tap the potential of revolutionary resources and advocate revolutionary culture. We will create more works reflecting the times and eulogizing the people with Liaoning characteristics. We will launch the project of improving the quality of radio, television and network audio-visual programs, provide smart radio and television broadcasting services, build smart libraries and public culture cloud platforms, and improve the public cultural service system in urban and rural areas. Civility practice centers facing the new era will achieve full coverage. We will support Beijing Winter Olympics, actively bid for the 15th National Winter Games, and host the 14th Liaoning Games and Liaoning Games for the Disabled. Actions will be taken to vigorously develop the sports that Liaoning is good at, including basketball, football and volleyball, encourage sports of various types, including snow and ice sports, improve the service system for mass fitness, and make Liaoning competitive in sports. 

  (10) Preventing the risk by addressing both symptoms and root causes, and guarding the bottom line of development in a secured environment. We will practice the holistic approach to national security to ensure that no regional systemic risks take place.  

  Addressing risks in an orderly fashion. In accordance with the principle of “stabilizing the overall situation, making well-coordinated efforts, adopting tailored policies, and taking targeted measures”, we will insist on taking quick actions, slowly releasing risks, and moderating expectations. We will strictly require local governments to fulfill the responsibility within their jurisdiction, competent departments to fulfill their supervision responsibility, and enterprises to fulfill the main responsibility. We will continue to promote the reform of urban commercial banks and agricultural credit institutions by category, and firmly guard the bottom line to ensure that no regional systemic risks take place. We will promote the judicial restructuring of Brilliance Auto according to law. We will take reliable measures to resolve the government’s outstanding debt, and curb the presence of new implicit debt. We will follow strict financial disciplines, tighten our belt, strengthen the supervision of financial funds, guarantee the direct transfer of the central financial funds, increase the provincial financial support to administrative units below the county level, and support basic social functions by ensuring the livelihood and delivery of salary at the grassroots level to keep the normal operation of the grassroots governments. 

  Enhancing the supply of primary products. We will improve the supply system of energy and mineral reserves, conduct a new round of mine prospecting, implement key strategic projects such as the development of iron ore in Western Anshan, strengthen the regulation of coal, electricity, oil, gas and transportation, and ensure the supply and stable prices of foodstuff, oil, meat, eggs, milk, fruits and vegetables. We will safeguard the security of primary infrastructure such as electricity, water supply, oil and gas, communications, and network. A comprehensive conservation strategy will be implemented to promote conservation, intensive use and recycling of resources from all aspects. 

  Staying vigilant on Covid-19 prevention and control at all times. We will coordinate Covid-19 countermeasures and economic and social development, and resolutely implement the guiding strategy of “preventing inbound infections and domestic resurgence” and the guiding policy of “dynamic zero case” for the whole chain of precise prevention and control. We will adhere to the principle of taking routine measures on key groups of people, the items and the environment, focus on early prevention, pay attention to details, and consolidate the foundation so as to further enhance the capability of epidemic prevention and early detection and treatment. We will make clear the responsibilities of local governments, departments, public institutions (enterprises), and individuals, shore up the weak links, close loopholes, and implement countermeasures with precision, so as to consolidate the hard-earned results of epidemic prevention and control. 

  Ensuring a higher level of safety in Liaoning. We will strengthen the emergency response capacity system and improve the capabilities of disaster prevention, mitigation, resistance and relief. We will resolutely prevent serious accidents and ensure safety production. The whole-process supervision of food, drug and vaccine will be reinforced. The urban social governance will be further modernized. We will focus on the eighth five-year plan for increasing public knowledge of law. Complaints and petitions will be handled according to related laws and regulations. We will improve the networked and information-based social security prevention and control system, make efforts to combat organized crimes and root out local criminal gangs on an ongoing basis, crack down on violent and terrorist activities and telecommunications frauds, prevent the occurrence of extreme individual cases (incidents), ensure the security of major events, maintain public safety, and guarantee the overall social stability. 

  We will reinforce national defense mobilization facing the new era, complete the reform of the national defense mobilization system, and strengthen the use of integrated forces in emerging areas of national defense mobilization. We will improve the supporting system for veterans, boost development, raise living standards, and ensure stability in border areas, reinforce mass, border and coastal air defense, strengthen military recruitment and military facility protection, carry forward national defense education and the mutual support between the civilians and the military, and consolidate the unity between government and the military and between the people and the military. Support will be given to trade unions, Communist Youth Leagues, women’s federations to play a better role. We will further improve the work on foreign affairs, overseas Chinese, ethnic affairs, religion, meteorology, earthquakes, archives, counseling, history, charity, the Red Cross Society and care for the next generation. 

  This year, the provincial government will continue to deliver ten livelihood programs for the people. First, we will construct, reconstruct, and renovate 5,500 kilometers of rural roads, and construct 5,500 kilometers of roads in villages on a case-by-case basis. Second, 8,000 dilapidated rural houses will be renovated. Third, we will support more than 60,000 people with difficulties of finding a job to achieve employment. Fourth, we will promote higher employment of college graduates in terms of quantity and quality, and ensure that 85% of the 406,000 college graduates confirm their first choice after graduation. Fifth, the standard of living allowance for the disabled in difficulty and care allowance for the severely disabled will be raised to 80 yuan per person per month. Sixth, we will raise the standard of rehabilitation assistance and provide such assistance to 6,200 eligible disabled children under 14 years of age. Seventh, 30 model home and community elderly service centers will be constructed. Eighth, we will construct 63 grassroots Chinese medicine clinics and achieve full coverage of Chinese medicine clinics in community and township health service centers in the province. Ninth, we will designate at least one medical institution in each county (county-level city) and district to achieve direct settlement of outpatient chronic and special disease costs across provinces. Tenth, we will complete the establishment of 26 specialized county-level maternal and child health centers. It is our task to effectively solve problems of pressing public concern and enhance the people’s sense of gain, happiness and security. 

  III, Comprehensively Strengthen the Government’s Capacity Building 

  With the new mission on the new journey in the new era, we must abide by the principle of loyalty, fulfill the original aspiration, stay true to the Party’s founding missions, diligently dedicate our efforts, and strive to build a service-oriented government with the people’s approval. 

  First, strengthening the political construction and fulfilling the political mission. We must firmly defend Comrade Xi Jinping’s core position on the Central Committee of the Communist Party of China and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold the core position of General Secretary Xi Jinping on the Central Committee of the Communist Party of China and in the Party as a whole and the Party Central Committee’s authority and its centralized, unified leadership, and bear in mind the country’s most fundamental interests. We must improve our capacity for political judgment, thinking, and implementation, and unswervingly follow the Party’s leadership in all areas and the whole process of the government work. We must implement the important speeches and instructions of General Secretary Xi Jinping on the revitalization and development of Northeast China and Liaoning, ensure that the decisions and arrangements of the Central Committee of the Communist Party of China are effectively implemented in Liaoning, and strive to finish the examination of the times for the comprehensive revitalization of Liaoning. 

  Second, strengthening rule of law and adhering to law-based governance. We must implement Xi Jinping Thought on Rule of Law, bring the government’s work under the supervision of the law, refrain from taking actions not authorized by law, and fulfill the obligations required by law. We must strengthen and improve legislation, and strictly follow major administrative decision-making procedures. We must deepen the reform of the administrative law enforcement system, take strict measures to rectify the outstanding problems of administrative law enforcement, and prevent the abuse of discretionary power. We must make government affairs open to the public. We subject ourselves to the oversight of Liaoning Provincial People’s Congress in legal and work terms, to the democratic oversight of Liaoning Provincial Committee of the Chinese People’s Political Consultative Conference, while being subject to the supervision of public opinion. Therefore, we ensure transparent government operation. 

  Third, strengthening capacity building and enhancing the ability of government personnel. We must speed up to adapt to the new requirements of developing comprehensive socialist modernization, face up to the problem of inadequate capacity, and enhance our ability from eight aspects. We must especially enhance the ability to translate the decisions and strategic requirements of the Party Central Committee into concrete projects, and become more capable of bringing the people’s enthusiasm, the external resources as well as the social capital into full play for the purpose of developing Liaoning. We must insist on empowering government governance with digital technology and optimizing the administrative decision-making, implementation, organization and supervision systems to ensure efficient administration. 

  Fourth, strengthening working style and improving the effectiveness of implementation. We must practice the Party’s mass line strategy in the new era and adhere to the front-line work method that we should work at the grassroots level with the people, focus on areas where problems concentrate and people concern, and strive to complete demanding tasks. We must strengthen our working style of tackling problems, learn about the facts, set tailored policies, and solve problems. We will intensify the special action of “Three Implementations” (namely take the lead in implementation, be good at implementation, and focus on implementation at all levels) of the government system, plan first and take quick actions, implement list-based management and project-based implementation and promotion, assign major projects to provincial leaders, better play the role of the provincial government and various departments on coordination and guidance provision. We must ensure vigorous revitalization by following the plan, implementing closed-loop management, successfully completing every task, and turning quantitative change into qualitative transformation. 

  Fifth, strengthening the construction of clean government and being honest in performing official duties. We must tighten the accountability system of ensuring the Party conduct and clean government, strengthen the monitoring and supervision on the effectiveness of major projects and key positions and in key areas, strictly punish the malpractice and corruption which are harming the interests of the masses, and guarantee that the cadres are credible, the government is clean and the political environment is clear. We must adhere to the principle of practicing thrift and prospering the people, reduce general expenditure and non-urgent and non-essential government expenditure, and ensure that every cent is effectively used in developing economy and improving people’s livelihood, so that the government create a prosperous life for the people with its belt tightened. 

  Fellow Deputies! It takes hard struggle to realize our dreams; hard work makes a bright future. Let us rally even closer around the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, follow the strong leadership of CPC Liaoning Provincial Committee, and draw wisdom and strength from the century-long struggle of the Communist Party of China. Let us forge ahead with courage and perseverance as we tackle the encountered obstacles, pursue a better future with high spirits and vigor, and strive to make breakthroughs in promoting the all-round revitalization of Liaoning, so as to ensure that excellent results are achieved by the time the 20th National Congress of the Communist Party of China is convened and contribute to the Liaoning chapter in the process of building a great modern socialist country!
